Job Overview:
The Information, Counselling and Legal Assistance (ICLA) Team Leader (TL) in Kabul work with ICLA Officers to ensures the quality of all ICLA activities in the field through direct supervision of teams, lead by Officers. The ICLA Team Leader is dedicated to oversight, technical support, case distribution and monitoring, capacity building, and coordination with stakeholders. The ICLA Team Leader is responsible to ensure all ICLA activities and staff comply with the NRC Code of Conduct, national law, donor requirements, and ICLAโs overall objective to ensure that people affected by displacement can access their right to a durable solution.ย

Generic Responsibilities:
Ensure compliance with NRC policies, guidelines and standards Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards Ensure that ICLA projects target beneficiaries most in need of protection and contribute to and asses new and better ways to assist target populations per the ICLA strategy. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps. Provide specific technical support and capacity building towards project staff Provide specific technical analysis and feedback to NRC representatives in coordination forums Assess, promote and document ideas for technical improvement and further program development options Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist Promote the rights of IDPs/returnees in line with the advocacy strategy Development of holistic and needs based programmes, including cash-based interventions and marked based programmes. IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)ยSpecific Responsibilities:

Supervise and oversee the Officerโs case management system and organize regular case review meetings at least twice a month.ย Oversee, review, and provide strategic input on legal assistance cases. While ICLA Officers will have the primary responsibility for reviewing their teamsโ legal work, the ICLA Team Leader will have final oversight and provide support for challenging cases. Organize and/or conduct legal capacity building for ICLA team. Represent NRC with legal stakeholders including the Bar Association, Directorate of Justice, and Law Department. Develop strategic and public litigation. Ensure the inclusion of cash-based interventions and marked based programmes in area-based strategies and their implementation across and within NRCโs core competencies Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responsesGeneric Professional Competencies:
Experience from working within technical expertise area in a humanitarian/ recovery context Previous experience from working in complex and volatile contexts Core competency expertise Documented results related to the positionโs responsibilities Fluency in English, both written and verbalย Experience from working in a legal assistance implementation position in a humanitarian/recovery context, including in case management and capacity building Previous experience from working in complex and volatile contextsContext/ Specific skills, knowledge and experience:ย
University degree from faculty of law or Sharia and a thorough knowledge of Afghan law, Legal Defence License from Afghanistan Independent Bar Association is an asset At least 3 yearsโ experience in project management and supervision of staff and ensuring compliance with internal policies and procedures Significant experience in monitoring, evaluation and reporting on project activities Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook Knowledge of cash-based interventions and market based programmes Fluency in English and local languages (Both written and verbal)ยBehavioral Competencies:
