Job Overview:

The purpose of the ICLA Officer position is to implement ICLA activities in the field. The Officer is responsible for ensuring that all ICLA activities comply with the NRC Code of Conduct, national law, donor requirements, and ICLAโ€™s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Generic Responsibilities:ย 

Adhere to NRC policies, tools, handbooks, and guidelines.ย 

Assist with the implementation of the support function portfolio according to plan of action.ย 

Prepare and develop status reports as required by management.ย 

Ensure proper filing of documents documents.ย ย 

Promote and share ideas for improvement of the support function.ย 

Specific Responsibilities:

ย 

Provide legal information, counseling, and assistance to displaced affected people in accordance with the ICLA strategy, project documents, and applicable laws and procedures.

Identify and select beneficiaries, collecting relevant documents (copies of claim files, customary or title deeds, client request form, NRC contract with client, village leader certification, or any other relevant documents).

Enter all activity information into the ICLA electronic database and upload the hard copies of all means of verification to the system and the relevant folder.

Conduct legal awareness sessions for beneficiaries in communities, in hard-to-reach areas, and/or at border areas.ย 

Assist the ICLA Team Leader in providing the relevant project data for the donor report and SitRepsย 

Assist the HLP Co-Lead with the forced evictions monitoring and response.

Assist the South ICLA database focal point on data accuracy and on-time reporting of the data

Conducting capacity building training as per project documents.

Provide individual counseling services to beneficiaries per ICLA standards and report outcomes, challenges, and progress to direct line of supervision.

Collaborating with the Team Leader in uploading the Methods of Verifications to the monitoring and evaluation tracker regularly.ย 

Preparing and presenting the weekly and monthly progress reports.ย 

Conduct legal research and analysis as assigned by the Team Leader.

Any other tasks assigned by the supervisor

Generic Professional Competencies:

Minimum 3 years of relevant experience within the field of expertise

Technical specific knowledge from the humanitarian sector and work experience with refugees

Previous experience working in complex and volatile contexts

Documented technical competencies related to the positionโ€™s responsibilities

Documented results related to the positionโ€™s responsibilities.

Knowledge of cash-based interventions and market-based programs.

Context/ Specific skills, knowledge and experience:ย 

University degree from the faculty of law or Sharia law.

At least 3 yearsโ€™ experience working in a legal assistance implementation positionย 

Experience in monitoring, evaluation, and reporting on project activities

Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g., Protection Sector)

Willing to travel to the โ€œhard to reach areasโ€ covered under ICLA projects in Urozgan Province.ย 

Knowledge of the English Language

Having an AIBA licence is a requirement for male candidates.

Working knowledge of context-relevant languages

Advanced computer skills, especially in Microsoft Word, Excel, PowerPoint Point and Outlook
