This position will be part of the New Initiatives (NI) team, which supports the agency through providing technical expertise on business development as well as leading large and complex program design efforts. The NI team links program development, strategic partnership, and proposal management expertise with technical subject matter and country/regional expertise to deliver winning designs. The Position The Proposal Writer furthers Mercy Corpsโ€™ new business development efforts and our Pathway to Possibility strategy by supporting the design and writing of high-quality humanitarian proposals. They will serve as the lead writer for multi-sector, humanitarian response proposals for government donors, in particular the United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA). As a member of the New Initiatives team, the Writer will collaborate with country, regional, program, and technical teams to incorporate Mercy Corpsโ€™ evidence-based and impactful strategic approaches into program design and proposal narratives. Engage as a key member of capture and proposal design teams, working closely with country teams, partners, and technical experts to support the design and development of humanitarian programs. Facilitate program design discussions, building on relevant research, assessments, consultations with stakeholders, and input from technical and business development experts. This may also include providing input on assessments, conducting literature reviews, and developing logframes with input from technical and country teams. Serve as the lead writer for strategic, multi-sector, humanitarian concept notes, new proposals, or cost modification proposals. Ensure that proposed interventions are context specific, respond to local needs, and meet donor requirements. Develop clear, competitive, and compliant proposals according to the funding requirements. Serve as a reviewer, writer, or editor for other agency proposal efforts. Work with the proposal team to manage proposal review processes, including providing clear instructions for reviewers, clarifying input as needed, and effectively integrating feedback from reviewers to strengthen subsequent versions. Work closely with the proposal team lead and core proposal team to monitor proposal progress, ensure proposal development minimum standards are met, and communicate to relevant stakeholders as needed.Coordinate closely with country and proposal teams to identify where partnerships are needed, and coordinate partnership negotiations and development. Stay up to date on USAID priorities, strategies, and proposal processes, with particular emphasis on the BHA Emergency Application Guidelines. Regularly consult the BHA Emergency Application Guidelines and track updates through the Summary of Changes. Work with relevant team members to maintain data on past performance and corporate capacity, to provide timely information for proposal submissions. Develop templates and guidance around humanitarian proposals and serve as a resource for others within the agency. Accountability to Participants and StakeholdersMercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills Minimum of bachelorโ€™s degree in international relations, international development, or related field. At least five years of relevant work experience supporting proposal development and implementation in humanitarian or development contexts. Demonstrated experience writing successful proposals for the USG and other donors, with a focus on humanitarian sectors, such as multi-purpose cash assistance; food security; agriculture; water, sanitation, and hygiene (WASH); etc. Knowledge of Sphere standards and other training in humanitarian response preferred. Demonstrated familiarity with USAID proposal guidance, in particular the USAID BHA Emergency Application Guidelines. Strong working knowledge of MS Office, Teams, and SharePoint. Native-level fluency in spoken and written English. Success Factors The Proposal Writer should have strong communication, coordination, and negotiation skills and be able to effectively collaborate with individuals and teams at all levels, both internally and externally.
They must possess strategic, analytical, systems thinking, and problem-solving skills, with the capacity to see the big picture. At the same time, they should have demonstrated the ability to multitask and keep track of details. The successful applicant will be a confident writer, with the ability to synthesize information and weave information into a compelling narrative.
