Background ย  OCHA is part of the United Nations Secretariat and is responsible for bringing together humanitarian actors to ensure an effective and coherent response to emergencies, in accordance with humanitarian principles, and in partnership with national and international actors.ย 

In order to effectively support the coordination of the humanitarian response, OCHA Cameroon is working to strengthen emergency preparedness and response, to help advocate for people in need, to reinforce humanitarian access and to be able to provide support to humanitarian partners who assist the most affected and vulnerable populations.ย 

OCHA Cameroon has established office in Yaoundรฉ and field offices in the Far North (Maroua and Kousseri), in the Southwest (Buea) and Northwest (Bamenda).ย ย 

The National Associate Humanitarian affairs office will be part of the Bamenda sub-office to facilitate coordination in the North-West region.ย 

The National Associate Humanitarian Affairs Officer requires to have comprehensive knowledge of the South-West and North-West regions of Cameroon, OCHA and, humanitarian roles and mandates. The HAO will provide regional knowledge and networking essential to the to the work of OCHA.

Position Purpose

Humanitarian situation analysis.ย  Organization and facilitation of coordination meetingsย  Information collection/sharing in support of informed response.ย  Reporting and monitoring of the humanitarian responseย ย 

Duties and Responsibilities Provide timely and effective humanitarian analysis, focusing on the achievement of the following results:

Support monitoring of the humanitarian situationย  Review and analyze incoming field reports, prepare summaries of field activitiesย  Actively contribute to the preparation of the Humanitarian Response Plan (HRP), Humanitarian Needs Overview (HNO) and HRP Mid-Year Review and End-year Review processes, and any other strategic planning and field analysis initiatives that involve field input and analysis.ย  Gather and analyze information on issues affecting the humanitarian situation and response, emphasizing opportunities for response.ย  Support the update of OCHA information management tools.ย 
ย  Support and advise on coordination and cooperation mechanisms among stakeholders focusing on the achievement of the following results:ย 
Support coordination mechanisms and forums.ย  Support the collection of field information to support and improve humanitarian response, coordination activities and information products.ย  Pro-actively share information relevant stakeholders on relevant humanitarian-related issues.ย  Identify and analyze information that will assist with coordination and organizational decision-making with a particular focus on improving humanitarian response.ย  Prepare reports on the key humanitarian issues in the regions and engage with partners to provide analysis and messages on response gaps.ย  Establish and maintain constructive relationships with key and relevant stakeholders, in areas of operation to ensure humanitarian information flow and support humanitarian access and responseย  ย  Ensure facilitation of knowledge building and knowledge sharing focusing on achievement of the following results: Identification and synthesis of best practices and lessons learntย  Sound contributions to knowledge networks and communities of practiceย  Competencies Core Competencies

Advanced university degree (masterโ€™s degree or equivalent) in social sciences, international relations, humanitarian action, development, natural disaster management, human sciences, public administration, or another relevant/related field. ORย  A first-level university degree (bachelorโ€™s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย  ย  Experience: Minimum of 2 years (with masterโ€™s degree) or 4 years (with bachelorโ€™s degree) of relevant experience at the national or international level in humanitarian and inter-agency contexts, dealing with humanitarian/relief issues is required.ย  Experience working in South-West and North-West regions with familiarity of humanitarian context and humanitarian operations in the region is requiredย  Computer skills and command of office tools (in (MS Word, Excel, Outlook, etc.) is requiredย  Strong communication and networking skills/experience are assetย  Strong organizational and planning skills/experience are assetย  Relevant experience in collecting, analyzing, evaluating, and synthesizing information is asset.ย  Strong report writing skills and experience is an assetย  In-depth proven knowledge of humanitarian mandates, principles and awareness of protection mainstreaming is asset.ย 

Languages:

Full professional knowledge of written and spoken English and French is requiredย  Knowledge of local languages of the North-West region is an asset: Bakweri; Pidjin; Bakossi; Balondo; Bafo; Oroko, Bayangui.etcย
