The Local Climate Adaptive Living (LoCAL) facility was designed by the UN Capital Development Fund (UNCDF) and launched in 2011 with the aim of promoting climate changeโ€“resilient communities and local economies by establishing a standard and internationally recognized country-based mechanism to channel climate finance to local government authorities in LDCs and to increase local resilience, thereby contributing to achievement of the Paris Agreement and the Sustainable Development Goals (SDGs), particularly the goals of poverty eradication (SDG 1) and climate action (SDG 13). LoCAL increases awareness and capacities to respond to climate change at the local level, integrates climate change adaptation into local governmentsโ€™ planning and budgeting systems in a participatory and gender-sensitive manner, and increases the amount of finance available to local governments for climate change adaptation. LoCAL combines Performance-Based Climate Resilience Grants (PBCRGs) with technical and capacity-building support. PBCRGs ensure programming and verification of climate change expenditures at the local level and offer strong incentives for general performance improvements targeting areas of importance for enhanced resilience. The PBCRG can be seen as an earmarked cross-sectoral grant with conditions attached to the use of its funding for climate change adaptation beyond business as usual. They include a set of minimum conditions, performance measures and a menu of eligible investments.

LoCAL Burkina Faso design was adopted in July 2020 through wide stakeholder consultations. After some delay in implementation, the mechanism was deployed in 2022 with the signature of a Memorandum of Understanding with the Ministรจre de l'Environnement, de l'Energie, de l'Eau et de l'Assainissement, operationalizing the transfer of grants through the Fonds dโ€™Intervention pour lโ€™Environnement (FIE). A Letter of Agreement (LoA) was then signed with the FIE to operationalize the mechanism, engage key stakeholders and provide technical assistance and support to the pilot municipalities during the deployment of the SRCBP. Other key stakeholders involved in the LoCAL are:

โ€ข The Conseil National du Dรฉveloppement Durable and its Permanent Secretariat (SP CNDD) ;

โ€ข The Direction Gรฉnรฉrale des Collectivitรฉs Territoriales (DGCT) within the Ministรจre de l'Administration Territoriale, de la Dรฉcentralisation et de la Cohรฉsion Sociale (MATDCS) ; and

โ€ข The Direction Gรฉnรฉrale du Dรฉveloppement Territorial (DGDT).

Following national consultations, three (3) local authorities in three different regions were selected based on their exposure to threats from climate change as well as severe degradation of and pressure on natural resources - exacerbated by the current internal displacement crisis. These three (3) communes are:

Despite minor delays, the first cycle of investments was implemented according to plan throughout 2023 in the three (3) selected communes. PBCRGs notably allowed the three (3) communes to create nutrition gardens and build secure markets garden perimeters; construct boreholes for market gardening production equipped with solar panels and water reservoirs; rehabilitate rice-growing lowlands and ensure capacity building of stakeholders on natural resources management and smart agriculture techniques. The first LoCAL Burkina Faso Annual Performance Assessment (APA) exercise for this 1st cycle was conducted at the beginning of 2024, providing relevant insights and recommendation for the future implementation of PBCRGs in the country.

In order to ensure local governments actively fulfil their role in terms of adaptation in Burkina Faso, there is a strong need for climate change science to inform local adaptation planning.

However, while there is no shortage of scientific data produced on climate change at the global level, very little of this information is relevant to decision-makers at the local level, in particular when it comes to informing them about the risks and anticipated impacts of climate change on specific localities.


To support Burkina Faso in bridging this gap, UNCDF undertook a climate downscaling exercise in 2021 which provided projected climate information for Burkina Faso at spatial and temporal scales relevant at regional and local levels, by downscaling global climate models to a finer scale. Key stakeholders in this exercise included the national Meteorological Office, the West African Science Service Centre on Climate Change and Adapted Land Use, and Burkina Fasoโ€™s Geographic Institute.
