Nature of the consultancy: Under the overall supervision of the Head of Office and the direct supervision of the Programme Coordinator, the Consultant will be responsible for conducting a comprehensive evidence-based analysis of the socio-economic contribution of migrants from Uzbekistan to the development of target areas (Kara-Suu, Ala-Buka, Aravan, Kadamjay districts) in Kyrgyzstan.

Project Context and Scope: The project aims to strengthen social cohesion and trust in Kyrgyzstanโ€™s border areas with Uzbekistan by enhancing institutional and community capacities for cooperation. It focuses on improving gender-sensitive, safe, and orderly border management, fostering inclusive dialogue, and promoting socio-economic and cultural collaboration. Through capacity building, awareness campaigns, and support for youth and women-led initiatives, the project seeks to mitigate risks linked to increased mobility.

a) Desk Review and Methodology Development (November 2025):

Conduct a comprehensive desk review of existing literature, data, and previous research on migration from Uzbekistan to Kyrgyzstan, with a specific focus on the socio-economic dimensions. Develop a detailed research methodology specifying qualitative and quantitative methods, data collection tools.

Organize and conduct Key Informant Interviews (KKIs) interviews and focus group discussions (FGDs) with migrants from Uzbekistan, local employers, community leaders and authorities, ensuring gender sensitivity. Collect statistical data on migrant employment, entrepreneurship, contributions to the budget of Kyrgyzstan and social development.

Deliverable 1 (1/2): A draft analytical report.

c) Analysis and Reporting (Mid December 2025- January 2026):

Analyse the collected to assess the economic and social/cultural contributions of migrants from Uzbekistan in the target areas. Identify barriers and opportunities for enhancing positive impact of migrants from Uzbekistan in the target areas. Draft a comprehensive analytical report with findings and practical recommendations. Present key findings to IOM and key stakeholders during a validation workshop.

Final deliverable (2/2): A final analytical report.

Performance indicators for the evaluation of results

Quality and Comprehensiveness: The final report is well-structured, evidence-based, and addresses all aspects of the scope of work. Timeliness: All deliverables are submitted by the agreed deadlines. Stakeholder Engagement: The research process demonstrates effective consultation with diverse stakeholders, and the validation workshop is successfully conducted. Actionable Outputs: Recommendations are practical, feasible, and tailored to the local context and project objectives.

Education, Experience and/or Skills Required

Education: An advanced university degree (Masterโ€™s or equivalent) in Social Sciences, Economics, Migration Studies, Development Studies, or a related field. Experience:ย  A minimum of 5 years of proven professional experience in conducting socio-economic research and analysis, preferably in migration or development. Demonstrated expertise in the field of migration and/or development in the Central Asian region, specifically with knowledge of the Kyrgyzstan and Uzbekistan context. Proven track record in drafting high-quality analytical reports for international organizations or government bodies. Skills:
Excellent qualitative and quantitative research and data analysis skills. Strong facilitation skills for conducting interviews and FGDs. Ability to formulate practical, evidence-based policy recommendations. Languages: Fluency in Kyrgyz and Russian (spoken and written). Knowledge of Uzbek is an asset.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required
Travel will be required to the target areas for data collection.
