Work LocationYaoundรฉ (Cameroon) or Abuja (Nigeria) Expected duration12 months Duties and ResponsibilitiesUnder the overall guidance of the Special Representative of the UN Secretary General (SRSG) and Chairman of the Mixed Commission, reporting directly to the Senior Economic Affairs Officer and CNMC Programme Manager, the Civilian Observer will be responsible for the following duties: โข The candidate may be responsible for office management, which could also entail logistical support to the technical field teams that travel to the border on mission. โข Lead or participate in the formulation, organization and management of mandated programs of economic analysis and the formulation of possible economic strategies, policies and actions relating to the work of the Mixed Commission and UNOWAS. โข Develop projects to promote joint economic ventures and cross-border cooperation etc. โข Analyze and assessing the implications of the ICJ decision including the need to protect the rights of the affected population in both countries; prepare analytical reports including recommendations on solutions and/or possible action. โข Assist in the development of additional confidence-building measures, including liaising with and coordinating meetings, on a regular basis, between UN agencies, local authorities, representative of the Mixed Commission, NGOsโฆ. โข Lead or participate in the identification of new or emerging development issues of potential concern to the international community, particularly those of a regional or global nature, and design and develop programs to address them. โข Conceive, plan and manage expert group meetings, seminars and similar consultations that contribute to the finalization of the work officeโs outputs; prepare advisory meetings with the parties on national development and environmental initiatives in the Bakassi peninsula. โข Finalize reports on socio-economic and development for submission to the CNMC and UNOWAS. โข Identify and follow up community development projects in Cameroon and Nigeria. โข Participate, develop and support project evaluations, including data collection design, tools, and implementation, data analysis and qualitative assessments. โข Regularly produce reports documenting assistance to the affected population and Cameroun and Nigeria development projects along the land boundary and in Bakassi. โข Provide up-to-date information to senior officials and colleagues, regarding substantive economic matters and country or regional issues and make recommendations on actions to take. โข Maintain contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; brief representatives and provide, as appropriate suggestions and recommendations. โข Arrange and participate in field missions and meetings of the Mixed Commission. โข Perform other related duties as required. Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in economics, Public administration, social science or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
