The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient, and dynamic professional to take up the role of Humanitarian Access Manager for North Central America and Mexico, who will supports NRC NCA&M country strategy (50%) by providing strategic advice and analysis, operational support, technical guidance, and strengthening capacity for NRC teams and partners. Through humanitarian engagement, advocacy, access coordination and analysis, the manager will support the Country Office and Area Office’s in planning and operationalizing of strategies and approaches that will increase the reach, acceptance and impact of NRC programmes, particularly in hard-to-reach areas. The Access Manager will also co-lead the recently created HAWG in Honduras (50%). As the dedicated NGO co-lead for the HAWG, the position is managed by NRC, and responsible to represent broader NGO interests, positions and needs to provide sound technical and strategic advice to the in-country humanitarian leadership. What you will do

• Lead the development of access initiatives and strategies, at the country and area-level, in coordination with senior colleagues at Country Office and Area Office level.
• In coordination with the country director and country management group (CMG), and in line with NRC’s approach and systems, lead and support individual efforts to secure access from relevant local authorities and other external stakeholders.
• Monitor and evaluate the political, social, security and humanitarian situation for developments affecting humanitarian access.
• Contribute to the development of operational and program modalities in hard-to-reach areas. 
• Provide leadership and strategic direction to the HAWG in Honduras, working closely with the OCHA co-chair.
• Develop ad hoc guidance and advice for the Humanitarian Country Team and monitor implementation.

  What you will bring

  • Minimum 5 years’ experience in humanitarian work in conflict/post-conflict environments/volatile contexts
  • University degree in related field matched equivalent work experience
  • Demonstrated technical knowledge of humanitarian access
  • Documented results related to the position’s responsibilities
  • Experience in coordination structures, facilitating inclusive processes and solutions.
  • Knowledge about own leadership skills and profile
  • Experience in leading or contributing to coordination fora
  • Experience in drafting and implementing policy and strategic guidance
  • Familiarity with humanitarian access tools, resources, and methodologies
  • Demonstrable technical knowledge of and experience managing and/or advising on humanitarian access
  • Working experience in Honduras and knowledge of the humanitarian community in Honduras is an asset.
  • Understanding of humanitarian access dilemmas undermining the delivery of effective humanitarian assistance in hard-to-reach areas
  • Excellent writing and analytical capacities
  • Fluency in Spanish and English 
  • Strong interpersonal skills, including the capability to negotiate with stakeholders What we offer

    • Travel: up to 30%

        We contribute to the development of policy aiming to protect the rights of the displaced and we call for increased humanitarian funding and engagement on processes that will generate structural changes in protection and assistance in the region.

        NRC has delivered humanitarian and protection assistance to vulnerable populations in Latin America for the past two decades. We have teams in the areas of education, information, counselling and legal assistance (ICLA), livelihoods and food security, protection from violence, shelter and settlements and water, sanitation and hygiene (WASH). NRC provides services and assistance to vulnerable populations affected by violence and displacement in Honduras, El Salvador, Guatemala and Mexico (NCA&M). NRC works in collaboration with various other stakeholders, including local, national, and international organizations.

        In the past years, the populations of Honduras, El Salvador, and Guatemala (often referred to as the countries of North of Central America, NCA) have been affected by devastating violence. The number of displaced people has been growing exponentially and every year hundreds of thousands become internally displaced or flee their country trying to make their way to the US or Mexico and often get stuck in between or are sent back to their country, where they face additional challenges. On top of this, the number of refugees and migrants in need of international protection has been increasing substantially in all Latin America. The recent context developments and changes of US migration policies are resulting in a high number of migrants and asylum seekers in need of humanitarian assistance. 

        NRC North of Central America and Mexico (NCA&M) Country Office (CO) was established in January 2021 and NRC currently operates in four countries: in Honduras, in El Salvador, in Guatemala and in Mexico.
