As part of its Democracy, Human Rights and Peacebuilding programme, NORCAP supports the UN Stabilisation Mission in the Democratic Republic of Congo (MONUSCO). MONUSCO works to protect civilians and consolidate peace in a country ravaged by war and internal conflict. This position in based in the Joint Human Rights Office (JHRO) in Kinshasa, Democratic Republic of Congo for MONUSCO and has a duration of ย 12 months. The Human Rights Officer, transitional justice specialist position is under the direct supervision of the Coordinator of the Transitional Justice and Fight against impunity unit, and under the overall supervision of the Director of the Joint Human Rights Office.

The Human Rights Officer will be responsible for the following duties:
- Contribute to the operationalisation of transitional justice mechanism and processes and advise in the implementation of their mandates, mainstreaming international standards, ensuring a victimโs centered approach and the integration of gender-sensitive victim perspectives.ย
- Advise stakeholders on policies, strategies, systems, methods of management and training needsย
- Contribute to the development of a communication strategy that supports national and provincial truth commissions in implementing their mandates.
- Establish and maintain effective working relationships with national authorities, civil society, UN Agencies, Funds and Programmes and other relevant partners to coordinate efforts
- Contribute to JHROโs mandate of advising national authorities on national legislation relative to transitional justice processes.
- Conduct substantive research and analysis of human rights issues/events, assesses their impact and ensures these issues, including their gender equality dimensions, are taken into account to better inform transitional justice mechanisms.
- Develop and, where appropriate, coordinate initiatives to strengthen the response to systematic and/or emerging patterns of human rights violations and abuses, including in relation to conflict-related sexual violence, specifically in the context of, but not limited to, transitional justice processes and mechanisms.
- Provide technical assistance in the strategic drafting and adoption of methodological tools necessary for the operation of the reparations fund and truth, justice and reconciliation commissions, in line with international norms and instruments.
To be considered for this role, you need to have:
- An advanced university degree (Master's degree or equivalent degree) in law, political science, international relations, social sciences, or related field.ย
And
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law, or related area.Experience in contributing to transitional justice related activities.Excellent analytical and drafting skills.ย Experience working on or with community-based reconciliation and reintegration process.ย Previous experience in a United Nations, or UN Common system field operation.Experience in advising a truth commission.ย Experience in programme management is an asset.English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (both oral and written) is required.
