This position is located in Niamey (Niger) under the Africa Branch, Field Operations and Technical Cooperation Division (FOTCD) of the Office of the High Commissioner for Human Rights (OHCHR). The Human Rights Officers will report to the Head of Field Presence overseeing the Force Conjointe G5 Sahel (FC-G5S) project in the duty station.Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
•Conducts substantive research and analysis of human rights violations in the context of operations by the G5 Sahel Joint Force and assesses their impact on the human rights situation in the G5 Sahel countries, including with regard to sexual and gender-based violence.
•Collects and analyses human rights data and indicators, including gender-specific data and indicators.
•Provides support to human rights mechanisms; follows up on implementation of decisions rendered by policy-making bodies.
•Assists in developing and implementing work plans for monitoring and reporting, and the conduct of investigations into violations of human rights, international humanitarian law, with attention
to gender perspectives and sexual and gender-based violence.
•Undertakes monitoring and field verification work; follows up on different cases and situations.
•Writes regular interview summaries and/or prepares written inputs, as assigned, for a variety of reports, communications, briefings, etc.
•Implements, as required, strategies designed to guide monitoring and investigations, consultations with the security forces, advocacy activities, develop and maintain networks of contacts and sources, and undertakes outreach activities regarding accountability, redress and prevention.
•Performs other related duties as required

Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures and relevant human rights, humanitarian and criminal law. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Advanced university degree (Master's degree or equivalent) in law, political science, international relations, social sciences or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of five years of progressively responsible experience at national and international levels in human rights, criminal investigation or law enforcement is required.
Experience in human rights monitoring and reporting, and database management is required.
A minimum of two years’ experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international organisation or non-governmental organisation is desirable.
Work experience with defence and security forces is desirable.
Prior work in a G5 Sahel country is desirable.
English and French are the working languages of the UN Secretariat. For this post advertised, fluency in English and French (both oral and written) is required.
