Org. Setting and Reporting

This position is located in the Human Rights Division (HRD) of the United Nations Mission in South Sudan (UNMISS) with duty station, Juba. The incumbent reports to the Team leader of the Transitional Justice Unit, under the overall guidance and direction of the Director of the Human Rights Division (HRD).

Responsibilities

Within delegated authority, the Human Rights Officer will be responsible for the following duties:
โ€ข Plans and coordinates activities related to the design and implementation of transitional justice mechanisms and processes, as well as relevant advocacy strategies and capacity building initiatives, including from a gender perspective.
โ€ข Provide strategic guidance to the Human Rights Component, UNMISS Leadership as well as national authorities on the establishment of transitional justice processes-and accountability and reparations mechanisms, as appropriate.
โ€ข Coordinates activities related to fight against impunity and support the implementation of Chapter V of the Revitalized Peace Agreement of 2018. This entails reporting on progress achieved in the implementation of transitional justice measures, identifying opportunities and develop concrete strategies to advance the transitional justice process in South Sudan.
โ€ข Conduct substantive research and support the drafting of the law that will establish the Commission of Truth Reconciliation and Healing (CTRH).
โ€ข Coordinates high level meetings and strategic engagements with key stakeholders including UNCT, Ministry of Justice and regional partners on the establishment of the Commission of Truth Reconciliation and Healing (CTRH).
โ€ข Supervises field verification work of the Commission of Truth Reconciliation and Healing (CTRH); follows up on different cases and ensure the CTRH is conducting all activities in line with international standards.

โ€ข Plan and coordinate activities to reinforce the capacity of the South Sudan Human Rights Commission and Civil Society Organizations to fully participate in the transitional justice process.
โ€ข Plans, designs, implements, and evaluate strategies for national compliance with UN-developed methodologies and best practices in the areas of transitional justice and rule of law for post-conflict countries.
โ€ข Lead the coordination of UNMISS and UNCT actions in support of transitional justice mechanisms and processes.

Competencies

Professionalism:

Knowledge of human rights and transitional justice issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources and assess impact on the human rights situation in the area of assignment. Education

Advanced university degree (Masterโ€™s degree or equivalent degree) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human rights, transitional justice , political affairs, international relations, law or related area is required.

Experience working in an international organization or non-governmental organization in a conflict or post-conflict setting outside the country of origin is required.

Experience in designing, managing capacity building progammes and conducting Human Rights trainings is required.

Experience in managing technical cooperation projects is required.

Experience working with international human rights mechanisms is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
