This position is located in the Office of the High Commissioner for Human Rights (OHCHR), Human Rights Treaties Branch (HRTB). The incumbent will work under the direct supervision of the Coordinator of the HRTB Treaty Body Capacity Building Programme and the general guidance of the Chief of the Anti-torture, Capacity-Building, Coordination and Funds Section.Responsibilities
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
• Plans and coordinates activities related to thematic and country mandates on human rights, in particular on engaging with the treaty bodies and other mechanisms, including from a gender perspective.
• Maintains a roster of trainers on treaty body reporting, creating a community of learning among trainers, and keeps them up-to-date on treaty bodies working methods.
• Conducts substantive research and analysis of the work of human rights treaty bodies and develops training materials based on it.
• Collects and analyses good practices by States Parties in fulfilling their human rights treaties obligations, including gender-specific data and indicators.
• Provides support to treaty bodies; follows-up on implementation of decisions rendered by treaty bodies.
• Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
• Defines work plan for area assigned in accordance with established terms of reference.
• Assists governments to develop and implement a implementation plans of treaty body recommendations , with attention to gender perspectives.
• Supervises field verification work through periodic visits; follows up on different cases and situations verified by the regional offices.
• Represents the Capacity Building programme at working level meetings.
• Directs capacity-building efforts to States on fulfilling their reporting obligations under the human rights conventions and on establishing or strengthening national mechanisms for reporting and follow-up (NMRF).
• Writes a variety of reports, communications, briefings, statements, etc., including list of issues for State reports to treaty bodies.
• May provide guidance to new/junior staff.
• Performs other related duties as required.
PROFESSIONALISM: Knowledge of human rights issues and ability to identify related problems in their political, ethnic, racial, gender equality and socio-economic dimensions. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures, in particular of the UN human rights treaty bodies. Research and analytical skills, including ability to identify and participate in the resolution of human rights issues. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Ability to evaluate and integrate information from a variety of sources, including electronic sources on the Internet, intranet and other databases, and assess impact on the human rights situation in the area of assignment. Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.Work Experience
A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area is required.
Experience in conducting capacity building activities for state officials is desirable.
Experience working with the human rights mechanisms, in particular the treaty bodies is desirable.
Experience producing training material is desirable.
Experience working closely with a range of actors, such as various parts of OHCHR, permanent missions, UNCTs, UN specialized agencies, representatives of National Human Rights Institutions or non-governmental organizations is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is also desirable.
