PURPOSE OF THE POSITION
The International Agency for Research on Cancer (IARC), is the cancer research agency of the World Health Organization (WHO) and is based in Lyon France.
The Support to Science and Research (SSR) provides support on a full range of administrative, financial, information technology, human resources, as well as procurement and security matters at IARC.
Under the direct supervision and guidance of the IARC Human Resources Officer (Head of HR Office), the position of HR Officer is located within the IARC Human Resources Office which is one of the support units in the Services to Science and Research. The incumbent provides support on and input on HR matters with a particular focus on recruitment, outreach and policy. The individual must work within the framework of the WHO Staff Rules and Regulations
The purpose of the position:
Under the direct supervision and guidance of the Human Resources Officer (Head of HR Office), the HR Officer provides input and support on three main areas of work: recruitment/selections, outreach, as well as HR policies, procedures and best practice. The incumbent participates in other initiatives of the HR team including the analysis of global trends in recruitment policies.
To provide support to the Human Resources Office and IARC staff at large in the areas of recruitment, selection, outreach and policies. To participate and support the implementation of new HR initiatives and revisit current ones to ensure relevance and continued need
DESCRIPTION OF DUTIES
As part of the office of Human Resources, the HR Officer will focus on the following areas.
Selections
- Classification and development of post descriptions.
- Brief supervisors on established recruitment policies and practices, selection processes and any related policy issues.
- Organise and manage selection procedures from an HR perspective respecting timelines for filling vacancies.
- Create and maintain tracking systems for progress and outcomes of selections.
- Support the IARC HR Officer in providing input to supervisors in choosing appropriate approaches to recruitment, including drafting and clearing advertisement and promotion of vacancies against established position descriptions.
- Contribute to monitoring trends and patterns in recruitment to bring to the attention of supervisor.
Outreach
- Analyse and monitor IARC’s staffing profile.
- Assist in developing approaches and mechanisms to attract candidates of high quality and from diverse backgrounds.
- Continuously monitor and evaluate the outcome of outreach activities through the analysis of staffing trends across the Agency.
HR Policies and Procedures
- Provide guidance to staff on the interpretation of staff rules and regulations, on a wide range of HR matters and the application of HR entitlements and conditions of service, taking into account established HR practices as well as the interest of the Agency.
- Support the IARC HR Officer (Head of HR Office) in providing input and proposing solutions to supervisors on a variety of operational HR matters, in line with the established policies and direction, in order to best support the Agency.
- Support with the preparing offere, onboarding, reporting and separation of staff and relevant briefing meetings.
- Support in the management of verification of entitlements and benefits, including education grants, rental subsidy, verification of dependencies, determination of step on appointment and other related matters.
- Remain abreast of the implementation of new policies in WHO and other UN agencies and make suggestions on their possible value and implementation in IARC.
Other duties as required
- Pro-actively build and maintain solid working relationships with all stakeholders, in particular supervisors in the scientific and administrative groups to understand their respective challenges and address their needs in the area of HR.
- Participate as a team member on HR projects, working groups, task forces, policy reviews, etc. at the regional and/or global (WHO) level.
- Participate in the analysis of global trends in recruitment policy and human resources planning.
- Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
EDUCATION
Essential: A first university degree in human resources, political science, business administration or related field.
Desirable: A Master degree in human resources, political science or business administration. Professional Human Resources Certification (e.g. CIPD).
PROFESSIONAL EXPERIENCE
Essential: At least two years of work experience in human resources management in a wide range of areas, including training, recruitment and selection, contract and benefits administration. Exposure to an international working environment.
Desirable: Experience working in Intergovernmental Organizations, UN Common System or similar organizations, and/or experience working in a scientific research environment.
USE OF LANGUAGE SKILLS
Essential:
