ContextThis UNV assignment is intended to be deployed to deliver a full range of Human Resources (HR) support services to ensure accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services.

Task DescriptionUnder the delegated authority and supervision of WFP Human Resources (HR) Officer, the national UN Volunteer will perform the following tasks: โ€ข Provide assistance on a wide range of complex HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients. โ€ข Allocate responsibilities and support on-the-job learning and development of junior support staff, to ensure they have adequate knowledge of HR systems and procedures required to perform their duties and subsequently can contribute to the provision of effective HR services. โ€ข Identify evolving needs of the organisation and recommend changes in HR processes and procedures, to support improvements in HR services. โ€ข Analyse and respond to various internal and external queries, to ensure that clients are well-informed and that HR team activities are aligned with broader WFP objectives. โ€ข Review and compile a variety of data on staff recruitment and selection, contractual conditions, entitlements, performance and training requirements, workforce, etc., to support analysis and reporting needs. โ€ข Support activities in the areas of work allocated by the professional officer in compliance with relevant processes and procedures. โ€ข Support and deliver on boarding for new staff joining WFP, to ensure that relevant processes are followed and the conditions of terms of service are explained and understood. โ€ข Prepare a range of complex HR documentation required for the specific area of work (e.g. employment contracts, transfer/separation letters, training-related documents, etc.) ensuring accuracy and meeting established deadlines. โ€ข Use HR management systems for reviewing, entering and updating a variety of HR data including monitoring various deadlines (e.g. contract expiration, PACE, etc), ensuring compliance with the established deadlines and accuracy of HR data. โ€ข Co-ordinate the maintenance of confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards. โ€ข Monitor staff deployment and handle related administrative actions including preparation of reports, to support efficient HR service enabling WFP to respond quickly to a crisis. โ€ข Performs other duties as required. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: - Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day, 5th of December). - Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. - Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities (for instance at https://vra.unv.org), - Contribute articles/wrjte-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. - Assist with the UNV Buddy Programme for newly arrived UN Volunteers. - Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Living conditions and remarksThe UN Volunteer will be based in Ankara and responsible for arranging his/her own housing and other living essentials. The complete UN Volunteer Conditions of Service is available at https://explore.unv.org/cos Summary of National UN Volunteer (National Specialist) Entitlements: Paid in Local Currency โ€ข Current Monthly Living Allowance (MLA) is USD 1,360 (Paid in Turkish Lira) โ€ข Private insurance: Health, dental, life and dismemberment coverage by CIGNA As per the UNโ€™s diplomatic mission status, it is not included in the National Security Institutionโ€™s (SGK) system, but can only be initiated on a private basis by UN Volunteers. โ€ข Entry allowance (one-time payment): USD 400 (Paid in Turkish Lira) โ€ข Exit allowance: USD 113 per month and upon the satisfactory completion of assignment (Paid in Turkish Lira) โ€ข Annual leave: 2.5 days accrued per calendar month โ€ข Free access to different learning platforms and UN & UNV network Notes: 1) The allowances are in no way to be understood as compensation, reward or salary in exchange for the volunteer work. 2) It's important to note that UNV assignments are volunteer assignments, not employment. The purpose of the allowances and entitlements paid to UN Volunteers is to enable UN Volunteers to sustain a secure standard of living at the duty stations in line with United Nations standards without incurring personal costs.
