Human and Institutional Capacity Building (HICB) Liaison, Sri Lanka

ACDI/VOCA is seeking an HICB Liaison for an upcoming Economic Modernization Activity in Sri Lanka funded by USAID. The program will improve economic competitiveness through an improved business enabling environment, increased small and medium business export competitiveness, and upgraded workforce capacity.

The HICB Liaison will design and implement capacity building programs, facilitate stakeholder engagement, and provide policy support to enhance economic opportunities and foster sustainable development, with a focus on the Ministry of Agriculture. The program is anticipated to start in 2024 and this position will be based in Sri Lanka.

Responsibilities

Design and implement capacity building programs tailored to government officials and private sector organizations, enhancing their skills and knowledge in the economic modernization process, including but not limited to the areas of business enabling environment, export competitiveness, and workforce development Act as the primary liaison between local institutions, international partners, and other stakeholders Oversee planning, execution, and evaluation of capacity building initiatives, ensuring they are delivered on time and within budget Provide technical support to policymakers and other stakeholders on economic reform and modernization strategies, focusing on international best practices and sustainable development goals Develop and implement a framework for monitoring and evaluation, preparing reports and recommendations for improvement Facilitate sharing of knowledge, best practices, and lessons learned Report on and be accountable to relevant activity outcomes and impacts as well as the projectโ€™s annual and life of project targets of relevance to the Liaisonโ€™s technical portfolio.

Qualifications

Bachelorโ€™s degree in economics, international development, public policy, business administration, or relevant field is required; masterโ€™s degree is desired. Minimum 7 years of progressively responsible experience in capacity building or institutional development roles, preferably in an international development context. Proven ability to collaborate successfully with host-country government officials, international donors, and private sector stakeholders. Experience with the Ministry of Agriculture in Sri Lanka preferred. Fluency in English is required.
