HR Business Efficiency Manager

Organizational Setting and Work Relationships

The HR Business Efficiency Manager is responsible of driving business efficiencies, streamlining processes, and ensuring compliance within the HR division. The role involves coordinating with various stakeholders, such as the HR Coordinator, Office of the HR Director, and Heads of Service, to align strategic coordination and identify opportunities for efficiency gains. Additionally, the position entails risk management, coordination of audits and strategic initiatives, preparation of analysis and presentations, and representing the HR division in inter-agency forums.

The incumbent reports to the Deputy Director and works closely with the Director, the DHR leadership team, the Directorโ€™s front office, as well as various stakeholders across the organization (e.g. Transformation and Change Service, Enterprise Risk Management Service, HR regional teams) as well as interlocutors outside UNHCR in particular around driving the global UN Future of Work agenda, where UNHCR is a key player.

Duties

  • Drive DHRโ€™s overall agenda to increase business efficiencies, streamline processes and strengthen oversight and compliance.

  • Works in close partnership with the HR Coordinator, and Office of the HR Director to align on strategic coordination of the HR transformation agenda with broader transformation initiatives, including Workday and the Business Transformation Programme (BTP).

  • Responsible for the preparation of the regular DHR business review meeting in close collaboration with the DHR Leadership Team, including identifying, updating and analysing information on division-wide performance and efficiencies and key performance indicators.

  • In close collaboration with Heads of Service across DHR identify opportunities for efficiency gains and prepare reports on efficiencies both internally and externally.

  • As risk management focal person for DHR, coordinate and manage the divisionโ€™s contribution to existing Risk Registers and new products related to risk management.

  • Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility.

  • Ensure decision making in risk based on the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

  • Coordinate audit and strategic initiatives for the division including the bi-annual planning process

  • Prepare analysis, briefings and presentations as required.

  • Coordinate and prepare for presentations to various internal and external audit bodies, such as Internal Audit Committee and others.

  • Coordinate responses to Internal Audit, Investigation, Management Implication Reports and other requests received by the Division.

  • Assists in the coordination of communications and liaison with the HR Partners and other Field based colleagues.

  • Represent DHR and UNHCR in inter-agency fora on business efficiencies in the area of HR.

  • Perform other related duties as required.


    Minimum Qualifications

    Education & Professional Work Experience

    Years of Experience / Degree Level

    For P4/NOD - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

    Demonstrated experience in overseeing compliance and ensuring adherence to relevant laws and regulations.

    Familiarity with risk management practices and the ability to coordinate and contribute to risk registers.

    Experience in coordinating audits, investigations, and responses to audit reports.

    Knowledge of inter-agency fora and experience representing an organization in such forums would be a plus.
