Background

NRCโ€™s Human Mobility Hub (HMH) is aimed at improving understanding of human mobility today and in the future. Through in-country partnerships and collaboration, the Hub will promote effective responses to human mobility trends and protection of people on the move.ย The Hub will produce strategic analysis, regional linkages and capacity sharing to advance protection of migrants, refugees and asylum seekers in transit and displacement settings.

Job Purpose

The Head of Response (HoR) will develop and lead the implementation of a high quality, holistic programme, in the North Africa region, particularly Egypt and Tunisia. The HoR will lead programme strategy to a level that positions NRC as a leading actor regarding the situation of people on the move, with a focus on hard-to-reach populations. The HoR also plays a key role in driving innovation and adoption of technology to enable us to empower our in-country partners. The HoR will have a solid grasp of rolling out programming with a wide range of partners and strengthening strategic linkages with in-country refugee, asylum seeker and migrant organisations in North Africa.

What you will do:

Generic responsibilities

Support the development and implementation of joint projects and initiatives with partners. Responsible for ensuring quality and timely support to project implementation including technical capacity sharing with the partnersโ€™ key staff. Facilitate the master budget development including assessing and monitoring costs and resource allocation needs. Contribute to HMHโ€™s knowledge management and learning. Development of Core Competency strategies that are aligned to regional and global priorities and strategies. Identify funding opportunities, develop funding strategies and forecasts. Supervise specialists and attract additional expertise as needed to ensure maximum capacity-sharing with partners, based on their identified priorities.ย  Liaise and collaborate with relevant in-country authorities and key external stakeholders to ensure the smooth implementation of the plans in Egypt and Tunisia and develop holistic and needs-based programmes, together with partners.

Specific responsibilities:

Partnership development: Monitor the progress of the emergency response activities and provide guidance when necessary.ย  Provide leadership, capacity-strengthening and manage the performance of a wide network of partners. Develop partnerships in Egypt and Tunisia and establish new partnerships based on NRCโ€™s/HMHโ€™s guidelines and priorities. Conduct meetings and negotiations with potential partners to define the scope of collaboration and develop partnership agreements. Ensure effective communication and coordination mechanisms are in place between the HMH and its partners.ย  Contribute to HMH (emergency) response strategy development, project proposals and provide input on needs and gaps.

ย  ย  ย  ย 2. Oversee Operational Challenges:

Assess the in-country banking systems and identify any challenges or limitations that may affect the organization's operations. Review the communication systems in place and propose improvements or alternative solutions if needed. Monitor logistics and supply chain management to ensure efficient and timely delivery of resources. Provide guidance and support to the in-country team in addressing any operational challenges that may arise. Support in-country partners is obtaining additional operational approvals, if needed.

ย  ย  ย  ย 3. Oversee NRC partnership processes and facilitate support from relevant NRC staff and departments:

Conduct due diligence assessments of potential partners to ensure compliance with the organization's standards and regulations. Review partnership agreements and monitor the progress of partner activities. Conduct Partner Identification Assessments (PIA) to evaluate the impact and effectiveness of the partnerships. Provide recommendations and feedback to the HMH team on improving partnership modalities and processes. Engage support from relevant NRC staff and departments, as required for the smooth functioning of the emergency response (programme support, finance, risk and compliance, human resources, core competencies, โ€ฆ).

Professional Competencies and Qualifications Required

These are skills, knowledge and experience that are important for effective performance.

Minimum 4 years of experience in a senior management position, leading response management in a humanitarian/ recovery context. Experience from working in complex and volatile contexts with protracted crises and refugee hosting countries. Demonstrated experience in learning and evaluation and program development. Experience in planning and execution of humanitarian projects. Experience in capacity-sharing and community-based programming. Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles. Significant understanding of north Africaโ€™s humanitarian, political and socio-economic context, and main challenges affecting people on the move in North Africa. Demonstrated experience with International Financial Institutions and development donors a value added. Experience in coordinating activities and liaising with external actors. Fluency English, both written and verbal. Fluency in Arabic, both written and verbal and fluency in French is an advantage. Knowledge about own leadership skills/profile with documented results related to the positionโ€™s responsibilities.
