General Introduction

Under article 4.2, paragraphs (d) and (e) of the Staff Regulations, the filling of vacancies in the Office of the Director-General are made by direct selection by the Director-General.

    Introduction

    The position is located in the Office of the Director-General (CABINET). The CABINET team provides policy, strategic and operational advice to the Director-General in the development and execution of his vision for the strategic direction of the ILO's programmes and activities, within the framework of the decisions of the International Labour Conference and the Governing Body. CABINET operates as a multi-disciplinary team, in close collaboration with other headquarters units and regional offices.

    ILO Protocol ensures that the standards of conduct governing diplomacy and multilateralism are duly respected.
    The incumbent is responsible for planning, directing and supervising all protocol services with Permanent Missions and other authorities in Geneva and Switzerland, as well as with other Geneva-based UN agencies. The incumbent will ensure that all rules of diplomatic etiquette and protocol procedures are correctly applied. The incumbent will work closely with other departments potentially concerned.
    The position reports to the Assistant Director General, Director of Cabinet.

    Key functions and responsibilities

    1. Direct and manage protocol activities, ensuring the effective development and execution of the work plan. Plan, organize and coordinate the Director-General's official ceremonies and social events, as well as high-level visits to ILO headquarters in Geneva.
    2. Plan, manage and provide protocol services for the International Labour Conference, regional meetings, or other official meetings; ensure that the necessary protocol services are provided at the airport and at other ceremonies organized by or involving the Organization.
    3. Make the necessary protocol and logistical arrangements for the organization of official events and receptions.
    4. In coordination with the Office of Legal Services (JUR), make the necessary arrangements for signing ceremonies concerning agreements or memoranda of understanding, as well as the deposit of instruments of ratification, in the presence of the Director General, or representatives from the Senior Management Team.
    5. Supervise and ensure the updating of official reference documents containing important contacts, such as the list of Heads of State and Government, Heads of international agencies and institutions based in Geneva, senior officials of international organizations in Geneva, as well as the list of senior ILO officials transmitted annually to the United Nations Protocol Service.
    6. Provide ILO colleagues with advice and guidance on protocol procedures and diplomatic etiquette.
    7. Establish and maintain protocol and diplomatic relations with the Permanent Missions and other authorities in Geneva and Switzerland, as well as with other UN agencies based in Geneva.
    8. Manage all aspects related to official gifts, and make appropriate recommendations concerning the purchase of materials, supplies and other logistical facilities for protocol-related use.

      Required qualifications

      Education

      Advanced university degree in public relations, international relations, diplomacy, political science, communications, social sciences, law or other relevant field. A first-level university degree (in one of the above-mentioned disciplines or in another relevant field), together with two years' additional relevant experience in addition to the experience required below, may be accepted in lieu of the advanced degree.

      Experience

      At least ten years' experience, including at international level in a position of increasing responsibility in the field of public administration, with experience in diplomatic relations or protocol.

      Languages

      Excellent command of at least two of the Organization's working languages (English, French, Spanish). Working knowledge of a third working language or an official language of the Organization would be an advantage.

      Competencies

      Knowledge of the Organization's mandate, vision, strategic direction and priorities. Good knowledge of the Organization's rules, regulations, policies and procedures, as well as diplomatic standards. Thorough understanding of diplomatic practices. Excellent interpersonal skills; ability to establish and maintain effective working relationships with sensitivity and respect for diversity in a multicultural environment. Ability to write clearly and concisely and to communicate effectively. Excellent diplomatic skills with good analytical and negotiation skills. Ability to make judgments and assume administrative, managerial and supervisory responsibilities. Ability to solve complex, difficult and sensitive problems. Planning and organizational skills. Proficiency in the use of computer tools. Ability to work effectively in a multicultural environment and to adopt and inspire non-discriminatory, inclusive and gender-sensitive behaviour and attitudes.

      Conditions of employment

      • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
      • The first contract will be issued for a twenty-four month period.
      • A successful external candidate will be on probation for the first two years of assignment.
      • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
