Background/Context

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.

We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across more than 40 countries. We specialize in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.

We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRCโ€™s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

NRC has been working to support conflict- and displacement-affected people in Ukraine since 2014, expanding dramatically following the escalation of the international armed conflict in February 2022. We are looking for an experience, principled, collaborative and dynamic Head of Programme to ensure our response is informed and relevant for civilians in Ukraine.ย

Generic Responsibilities

The purpose of the Head of Programme position is to develop and ensure implementation of holistic high-quality Programmes.ย  The following is a brief description of the role:

Line management of the Country Programme Unit Provision of Programme input to the NRC Ukraine Country Strategy and related plansย  Development of Core Competency strategies that are aligned to regional and global priorities and strategies Technical supervision of Core Competency Specialists Active membership of the Country Management Group (CMG) Compliance with and adherence to NRC policies, guidance and procedures Development of integrated and needs-based programmes, including cash-based interventions and market-based programmes Identification of funding opportunities, development of funding strategies, provision of forecastsย  Oversight of grants management, BPO allocations and reporting to donors, including compliance with donor standards Specific Responsibilities Provide overall leadership of NRCโ€™s Programme response in Ukraine, in line with the NRC Response Policy and Global Core Competency Strategies Facilitate initiatives that drive a quality, integrated and evidence-based responseย  Promote analysis and thought leadership, founded in humanitarian principles and challenging, where appropriate, the status quo within NRC and the response at large Participate actively and constructively in the Country Management Group, as well as other relevant national, regional and global communities of practice Oversee Project Cycle Management (PCM), including through field support missions Guide the establishment and maintenance of strong, collaborative partnerships, particularly our portfolio of local actorsย  Work closely with the Advocacy Manager, Operations Manager and Area Teams to share information and identify workable response approachesย  Provide an enabling environment for market-based programming and the implementation of cash-based interventions, including multi-purpose cash assistance (MPCA) and sector-specific cash and voucher assistance Generic Professional Competencies Minimum 8 yearsโ€™ experience in the humanitarian sector, with at least 4 years in a senior management position in humanitarian and / or recovery contexts Experience from working in complex and volatile contexts Core competency and programming expertise, including monitoring and evaluation Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profile Experience in Programme strategy development Context /Specific Skills, Knowledge and Expertise Knowledge of the evolving humanitarian context in Ukraine Demonstrated skills in leading and managing diverse teams Experience applying humanitarian principles and delivering programming across different phases of response Experience facilitating complex, time-bound processes in high-pressure environments Understanding of cash and market-based programming and tech-enabled/digital programming (as relevant and appropriate) Well-developed skills in stakeholder engagement, including partner organisations, communities, donors, government bodies, and humanitarian actors
