About this position

The Office of Institutional Integrity (OII) is currently looking for a highly motivated individual to lead its Private Sector Prevention Team. The selected candidate will be responsible for overseeing integrity due diligence systems and providing expert advice to Management, staff, and governance bodies regarding the identification, mitigation, management and supervision of integrity and related reputational risks arising from the activities of IDB Invest, IDB Lab and the Office of Outreach and Partnerships (ORP). The selected candidate will also lead the AML/CFT compliance function for IDB activities.

OII plays a key role in leading the IDB Groupโ€™s integrity efforts. The Office is responsible for investigating information in connection with potential prohibited practices (i.e., fraud, corruption, collusion, coercion, misappropriation, and obstruction of investigation) in IDB Group-financed activities. In addition, OII conducts prevention activities designed to identify and manage the risk that prohibited practices or similar misconduct may occur in IDB Group-financed operations and the risk of related reputational impacts on the IDB Group.

The Private Sector Prevention Team of OII provides integrity risk management support in connection with IDB Group activities with private sector entities. In this capacity, this team oversees compliance with applicable policies and procedures related to integrity due diligence and related processes. The team also serves as the Bankโ€™s AML/CFT compliance office and leads (in coordination with the Office of Risk Management) the implementation of the IDBโ€™s AML/CFT Framework.

What youโ€™ll do:

Working under the supervision of the Chief of OII, and in accordance with the highest standards of integrity, quality, timeliness, and objectivity, you will:

Lead the Private Sector Prevention Team that provides integrity risk management support to IDB Invest and IDB Lab. This support will encompass: providing experienced advice regarding the management of integrity risks in specific operations with private sector entities; monitoring compliance with applicable procedures regarding Integrity Due Diligence (IDD) and related matters; advising teams regarding the identification and assessment of specific integrity risks identified through IDD; developing mitigation approaches to integrity and related reputational risks in projects, both during origination and supervision; and performing the more technical assessments of IDD, specifically: (i) assessing the adequacy of AML/CFT systems in financial institutions, and (ii) assessing the risks (generally tax-related) presented by using cross-border corporate structures by potential clients. Supervise the support provided by the Private Sector Prevention Team to the Office of Outreach and Partnerships (ORP) regarding the management of reputational risks related to partnership and other activities. In addition, oversee compliance with ORPโ€™s IDD Procedures for Partnerships. Liaise with: technical leads at IDB Invest, IDB Lab and ORP regarding managing integrity risks, communicating OII advice, preparing integrity disclosures, amending relevant policies and procedures, and coordinating with other stakeholders; counterparts at other International Financial Institutions (IFIs); and external clients of IDB Lab and IDB Invest regarding matters related to integrity and reputational risk. Make recommendations to the IDB Invest (IIC) Board of Executive Directors and senior management based on OIIโ€™s analysis and communicate OIIโ€™s position regarding integrity and related reputational risks in operations, including through briefings and disclosures of integrity and related reputational risks included in project and other documents. Supervise the Private Sector Prevention Team in the conduct of its activities, including: Support the negotiation and drafting of contractual provisions related to integrity issues; Manage a database of consultations received and advice provided and ensure that OII's information systems are kept up to date; Contribute to improving integrity risk management systems, including IT systems; Conduct sophisticated research and analysis regarding issues relevant to OIIโ€™s prevention function (e.g., specific corporate entities, anti-money laundering regulations, or developing international tax transparency standards); and Review standard methodologies and recent developments in the substantive elements of IDD and apply those lessons to current operations and systems. Generate innovative integrity risk management strategies. Such risk management strategies should also contribute to the strategic direction and development objectives of the IDB Group. Lead efforts to develop these strategies into more broadly applicable advisory products, incorporate them into calculations of development impact, and find other ways to increase the impact of this work for the IDB Group. Contribute to the training and capacity-building activities related to integrity risk management in activities with private sector entities. Lead innovation efforts focused on developing new tools and modalities for providing integrity risk management support to IDB Invest, IDB Lab and ORP and their clients. Coach and mentor junior staff to build technical expertise.

What youโ€™ll need:

Education: Mastersโ€™ degree (or equivalent advanced degree) in one of the following fields: law, compliance, business administration, finance, forensic auditing, or other fields relevant to the responsibilities of the role. Experience: A minimum of 7 years of combined professional experience that is relevant to the functions described above, with a preference for experience in one or more of the following areas: Anti-corruption compliance/oversight, with particular weight given to experience in assessing and/or implementing anticorruption compliance programs. Anti-money laundering compliance/oversight, with particular weight given to experience in assessing and/or designing AML/CFT compliance programs. Cross-border tax minimization strategies, with particular weight given to experience in creating or assessing cross-border tax optimization structures, and/or familiarity with international standards related to cross-border tax structures (e.g., the Global Forum on Transparency and Exchange of Information for Tax Purposes; and the Inclusive Framework on Base Erosion and Profit Shifting). Compliance/oversight function โ€“ preferably in an international institution context, with particular emphasis given to experience making judgment calls about integrity and related reputational risks for an organization. Languages: Proficiency (spoken and written) in English is required, as is additional knowledge of another official Bank language (French, Portuguese, and/or Spanish)
