Plan International is an independent development and humanitarian organisation that advances childrenโs rights and equality for girls.
We believe in the power and potential of every child. But this is often suppressed by poverty, violence, exclusion and discrimination. And itโs girls who are most affected.
Working together with children, young people, our supporters and partners, we strive for a just world, tackling the root causes of the challenges facing girls and all vulnerable children.

We have been building powerful partnerships for children for over 85 years, and are now active in more than 80 countries.
DIMENSIONS OF THE ROLE
The Head of Mission / National Representative will lead Plan International Moldova to ensure:
- Our humanitarian response programmes are well funded and growing and our work is recognised locally and internationally and remains relevant to the needs of girls and vulnerable children in crisis in Moldova.
- Our partnerships with civil society actors are strategic and intentional and our humanitarian responses are partner-led, meaning Plan International is amplifying locally led solutions and responses and adding value to Moldovan civil society actors in driving change and building resilience, particularly for girls in crisis.
- Our team is motivated, skilled, and relevant and our organisation is effective and efficient, compliant with the policies, standards, and expectations of Plan International. This includes effective and up to date risk management relevant to a complex and unstable operating environment.
- Our work is guided by effective operations, strong financial management of budgets and performance of work plans to create a positive change for children, youth, and their communities.
- Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in our humanitarian programmes.
- Our organisation is fully represented and visible in UN and government coordination systems including clusters, humanitarian country teams and national/regional stakeholders.
As a Head of Mission / National Representative, you will have a strong background in representation and business development, including with UN and donors, and good programming and influencing experience to sustain the excellent growth dynamics of the programme and advance public policy in favour of girls affected by crisis.
You will have wide experience in humanitarian response, resilience building, social cohesion programming, civil society led development programming and/or operationalising a nexus approach.
You will drive Plan Internationalโs programme and influencing work, setting overall direction, leading a high performing team, ensuring accountability for meeting demanding targets and maintaining alignment with the global strategy.
You will be a values-based and feminist leader, deeply comfortable with leading transformative change within the organisation, but also have a demonstrable commitment to gender equality and represent Plan International to the highest levels of government, UN, donors, civil society, the media, and international media.
You will understand and drive efforts to deliver positive change for girls in crisis through advocating, campaigning, and communicating at a national level. Equally, you will ensure the country-operating model is fit for purpose, fully aligned to the overall regional Ukraine Crisis Response strategy and ambition. Key business processes are in place and organisational values are embedded in everything we do.
You will lead by example in ensuring gender equality is evident in everything we do from staffing to programming and influencing, to ways of working. You will work with your team to bring about the right culture that ensures we are champions for girls and gender equality.
As a member of the East and Central Europe Ukraine Crisis Response Leadership Team, you will have shared accountability, with the Heads of Mission of Poland & Romania and the Country Director of Ukraine, the Ukraine Crisis Response Director and Ukraine Crisis Response Hubโs Head of Programme Operations, Head of Finance and Operations, Head of Communications and Head of People & Culture, to contribute to the overall learning and strategic direction of Plan International in the East and Central Europe region with a total budget to grow to approximately โฌ100 million and a staff complement of about 100 people.
Key Accountabilities and main Responsibilities
Plan Internationalโs work in Moldova will be well funded and growing and the work will be recognised locally and internationally and remain relevant to the needs of girls and highly vulnerable children in crisis:
- Drive forward the multi-country Ukraine Crisis Response Strategy that is aligned with Plan Internationalโs Values and Global Strategy and our ambition under the global strategy to achieve 100 per cent gender responsive humanitarian programmes and courageous local, national and regional influencing for maximum impact
- Provide leadership in exploring and diversifying new programme and business opportunities from institutional and private sector donors, conducting donor analysis needed for business plan and contributing to Plan International Ukraineโs growth as per its response plan
- Representation of Plan Internationalโs development, humanitarian and advocacy/ campaign priorities to all key stakeholders (civil society platforms, UN cluster groups, humanitarian country teams, INGOs locally and internationally, etc.).
- Plan Internationalโs safety & security, disaster preparedness and humanitarian response in the country is supported, expanded and delivered to high standard.
Plan Internationalโs work will be delivered by a motivated and skilled staff and effective and efficient organisation, compliant with the policies and expectations of PII:
- Ensure recruitment, development, and retention of a high performing team, skilled and motivated to deliver and support the achievement of strategic plans
- Ensure that the management team working close to the point of impact are aligned with our purpose, strategy and values-based leadership framework and working within strong lines of horizontal and vertical mutual accountability
- Ensure that the management team (senior leadership) and all key staff understand, support and deliver the dual humanitarian and development mandate of the organisation
- Be a role model in driving positive culture change across the country office, consciously embracing, and personifying the values-based leadership framework under pinned by feminist principles, holding self and others accountable for behaviours, drawing on strengths and reflecting on areas of self-development. Be intentionally aware of the impact and power, purposeful and visible about changing the organisational culture and our internal power dynamics and empower teams to live and participate in the culture as a group
- Drive relationships with civil society partners which are equal, mutually reinforcing, amplifying local led solutions and responses and free from the impact of power dynamics, with a perspective of mutually exchanging capacities and capabilities between Plan International and civil society partners to increase effectiveness and efficiency of our response to the crisis.
