Standard Job DescriptionHead of Field Office Organizational Setting and Work Relationships Head of a UNHCR Field Office (HoFO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager or Head of Sub-Office) of the country, who will exercise entire supervisory managerial responsibility over the position. The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of Field Office to take the most appropriate course of action. Concerning overall physical security concerns, HoFO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed. While the functional responsibility of a Head of Field Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies. As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged. As the extended field representative of UNHCR at the front line of High Commissionerยฟs operations, he/she remain as the effective advocate and assistant to the local authorities to ensure that the respective government authorities in the area implement their conventional responsibilities in favour of refugees and others of concern to UNHCR. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties - Monitor and report on the implementation of refugee conventional responsibilities and international obligations of the local authorities Vis a Vis the population of concern to UNHCR within the given geographical area; based on local situations/developments make appropriate recommendation to the UNHCR Representative/HoSO. - Advocate and promote UNHCR standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms. - Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself. - Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring of identified assistance activities - Ensure through the subordinate staff that all deadlines for monitoring and reporting of UNHCR operational activities (i.e. include assistance as well as Administrative) are met on a regular basis. - Manage all UNHCR resources, both human, financial/material, at an optimum level for the wellbeing of the concerned population and the UNHCR staff. - Ensure that all security measures of UNHCR office (and residential, where ever applicable) compounds are always up to date; any security breaches and/or potential security threat should be reported immediately to competent UN security coordinator in the country. - Ensure that staff welfare, both in terms of working and living conditions, are maintained at a satisfactory level within the constraints in the operational area; this requires remaining current in health and medical facilities locally available and evacuation options available in a moment of medical urgency. - Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough oneยฟs own practice and deeds. - Prepare and submit regular reports, both verbally and written, to the UNHCR Representative/HoSO. - Previous working experience in an emergency/complex context, especially new emerging refugee situations, as well as experience in remote management/monitoring
- Knowledge and experience in implementing the โ€˜refugee settlementโ€™ approach as opposed to the โ€˜camp approachโ€™, especially in enhancing refugee inclusion would be an asset.

Nature of Position:

The Head of Field Office assists the Head of Sub-Office Jijiga in the overall management of UNHCRโ€™s protection and operational activities in the Doolo zone of the Somali Regional State, but with specific focus on the refugee response. The incumbent will coordinate with counterparts in the Federal Governmentโ€™s Refugees and Returnees Service (RRS) to implement a strategic response plan and deliver protection and solutions to over 100,000 refugees forcibly displaced from Somaliland region of Somalia during early 2023. The incumbent will also strategically facilitate UNHCRโ€™s operational engagement with the Somali Regional State Government in the implementation of the community settlement approach in Doolo zone to ensure an inclusive and sustainable protection and basic service delivery model to refugees and their hosts. This directly entails working with RRS, local authorities and host community structures to ensure refugeesโ€™ facilitated access to basic services such as education, health, livelihoods, etc. alongside host communities following the Comprehensive Refugee Response framework (CRRF) approach.

The incumbent will work with key sector leads (Protection, Program and Technical) in SO Jijiga and provide leadership in Bokh to ensure effective implementation of the refugee response plan and strategies for the Doolo zone operations thereby enabling the delivery of planned results across sectors. The incumbent directly supervises a team of 40 staff (4 international and 36 national) located at Field Office Bokh.

The incumbent will work closely to build and maintain close and progressive ties with the government, UN agencies and NGOs in the advancement of UNHCR protection and assistance programmes in the area of operation and may be called upon from time to time to represent UNHCR in coordination fora in the Doolo zone that may not be limited to the refugee response but the broader comprehensive response. She/he will support the Head of Sub-Office in the coordination with zonal and woreda (district) authorities to cultivate smooth relations with the host communities to manage expectations and will provide UNHCRโ€™s leadership in enhancing implementation modalities with the Somali Regional State Government and in the leveraging on assistance brought into the operation by operational and development partners. Safeguarding partnership integrity and other mechanisms for ensuring sound stewardship and accountability of resources are essential to the function of the Head of Field Office Bokh.

Living and Working Conditions:

Further to the conflict in and around the Laascanood area of Somaliland state of Somalia (Sool region) of early 2023, an estimated 100,000 refugees crossed into the Doolo zone of the Somali Regional State of Ethiopia. In order to respond effectively, UNHCR set up a base in Bokh, a small town located in Doolo zone of the Somali Regional State of Ethiopia and headquarters of the Bokh woreda (district), with an estimated population of 50,000 people. Bokh is situated 170 kms from Wardher, the zonal capital of Doolo zone and some 80-100 kms from the Ethiopia-Somalia border. Bokh is also located at almost 700 Kms from Jijiga, the headquarters of the Somali Regional State Government where UNHCR Sub-Office is based.

Bokh is a non-family duty station, yet to be categorized as per UN duty station levels. Given the remoteness of the area and its proximity to the border with Somalia, the security situation in Bokh is considered to be fluid and requires a sense of vigilance and alertness. UNHCRโ€™s Field security Advisor on ground in collaboration with UNDSS provides security advisories regularly to all staff in Bokh and the surrounding field locations to which adherence is expected. All UNHCR international staff are accommodated in the UNHCR Staff Guest House in line with the policy on UNHCR-provided accommodation in the field. Security briefing is mandatory upon arrival at the Guest House. All travel itineraries should report to the radio room before departure and continue reporting their position every 60 minutes, until back to the Guest house. Official working hours are Monday through Thursday: 08:00 โ€“ 12:00 and 13:00 โ€“ 17:00 hours; while on Fridays 08:00 โ€“ 13:30 hours.

Bokh is served by a Government Health Centre and a Level-1 Hospital in Wardher, both of which offering basic medical services. It should be emphasized that the medical facilities in the area are insufficient to treat complicated medical cases. The UN Team in Bokh is working on a plan to establish a UN Clinic with a full-time doctor and nurses to provide onsite medical assistance to staff and also process referrals as may be needed. A medevac plan is also under discussion in collaboration with the Medical Services Team at the Regional Bureau in Nairobi and the UN Health Care Centre in Addis Ababa; the latter provides 24/7 health care services for eligible UN staff and their dependents in different specialized Medical Units. Bokh also has small markets, restaurants and shops from where food and other household items can be purchased. Banking services are very limited in Bokh and it always advisable to carry cash. The only Ethiopian Commercial Bank branch is located 170 kms away in Wardher where financial services, including ATM machines, can easily be accessed. However, a microfinance agent exists in Bokh and facilitates some small financial transactions in the local currency.

Transportation in and out of Bokh is by road. However, the UN Team is mobilizing donors to facilitate the establishment of an airstrip in Bokh so that UNHAS can operate regular flights to Addis Ababa. Land for the airstrip has already been provided by the authorities and technical surveys undertaken by UNHAS. In the meantime, travel is either through Jijiga (served by Ethiopian Airlines daily) or through Kebridehar where Ethiopian Airline flies from Addis Ababa twice a week, and then onward on a road journey of some 7 hours on a dusty road.
