    ORGANIZATIONAL CONTEXT


    WFPโ€™s Technology Division (TEC) is the digital business engine of the World Food Programme, providing multi-pronged and resilient technical capabilities to respond with the agility required in humanitarian operations. TEC continues to increase its activities to meet the organization's constantly growing demand and implement initiatives related to information technology.


    WFPโ€™s Information & Technology Strategy expresses the vision to harness the power of analytics, automation, and Artificial Intelligence (AI) to generate improved insights and support evidence generation across WFP. The role of the Business Transformation Officer is to lead the efforts across WFP Regional Bureaux and Country Offices to implement the activities needed to turn the Data Strategy and AI strategy visions into action. Working with Regional Data Coordinators and Country Office Data Working Groups, the Business Transformation Officer will play a key role in strengthening data lifecycles, data management, and improving the quality of data and analytics for WFPโ€™s operational contexts.


    Reporting to the Chief Data Officer, the Business Transformation Officer will support Regional Bureaux and Country Office data and AI needs, coordinate responses with the Global Data Office, and ensure access to relevant data, systems, tools, and training. Collaborating with a broad spectrum of teams across WFP and the TEC Division, the incumbent is required to ensure alignment with strategies, governance, security, operationalizing best practices, and protection relating to data and AI.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    • Support the development of functional work plans, ensuring compliance with wider WFP policies, standards, and strategies.

    • Continuously improve data management-related guidelines, processes, and procedures (in alignment with Enterprise Data Governance) for Country Offices and Regional Bureau to strengthen data and AI practices.

    • Build and nurture relationships with business counterparts to understand and anticipate the direction of the business and ensure alignment of data and AI technology solutions with changing business requirements and priorities.

    • Lead efforts to establish Country Office Data Working Groups, identify data steward and data custodian candidates who can participate in Working Groups, and create a regular update process to ensure alignment between strategic activities and tactical requirements.

    • Participate in identifying business needs and propose well-researched ideas for new or improved data and AI systems, tools, and processes that assist in meeting WFP objectives.

    • Manage business expectations in servicing business needs and oversee the success of data and AI solutions, seeking ongoing opportunities to support or increase the business value from those solutions.

    • Propose change and continuous operational improvement that supports business capabilities, by defining needs, providing analysis, and recommending solutions that deliver value for business priorities.

    • Communicate business objectives, requirements and process flows, to ensure common understanding and prioritization between stakeholders for their smooth implementation.

    • Support the roll-out activities of data and AI solutions to ensure they address business objectives, needs, requirements, and process flows efficiently and effectively in Country Offices.

    • Working with communication and knowledge management colleagues, implement advocacy plans to increase awareness of data and AI goals, and activities and promote the strengthening of best practices in Country Offices.

    • Manage a team of staff, providing coaching, training, and guidance to ensure appropriate development and enable high performance.

      DELIVERABLES:

      • The Field Data Team is established with clear roles and responsibilities, and work plans aligned with the Global Data Office.

      • Develop Terms of Reference and implement the operational model for Regional Data Coordinator and Country Office Data Working Group alignments.

      • Create and maintain a list of Data Stewards and Data Custodians in Country Offices and Regional Bureau.

      • Create and maintain a regular cadence of meetings to update Regional Data Coordinators and Country Office Data Working Groups on the latest activities, systems, and data products.

      • Update Knowledge Management repositories with documentation on procedures and artifacts developed for the Regional Data Coordinators and Country Office Data Working Groups.

      • Work with the Regional Data Coordinator on activities and missions to strengthen Country Office data lifecycles and data quality and facilitate the involvement of local data and AI talent.

      • Monitor progress on work plans and report regularly on achievements. Management of field data team including recruitment, onboarding, performance evaluations, budget, coaching, and technical supervision of Regional Data Coordinators.
