JOB TITLE: Head of Support Services

CONTEXT:
The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. Since the beginning of the Ukraine refugee crisis in February 2022, WFP set up operations in the Republic of Moldova to assist in the refugee response. To respond to the deepening vulnerabilities of the crisis-affected populations and to strengthen the government shock-responsive capacity, WFP started implementation of its Interim Country Strategic Plan (ICSP) (March 2024-February 2026).
To support the implementation of the ICSP, including its exit strategy, and to nourish WFPโs mandate in the Republic of Moldova, WFP Moldova is now seeking to fill the position of Head of Support Services.
MAIN ACCOUNTABILITIES/RESPONSIBILITIES:
Reporting to the Representative & Country Director, he/she will be responsible for the:
1. Support the corporate finance and resource management strategies, through contributing to the development of strategically aligned policies, and participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
2. Advise and support COs in implementing finance, risk & compliance, budgeting and management services policies and plans in order to ensure transparent and efficient utilization of WFPโs resources and identify areas for savings in current financial or business processes.
3. Coordinate the delivery of accurate financial reporting and analyses in accordance with International Public Sector Accounting Standards (IPSAS), ensuring accuracy, deadlines, accounting processes and corporate governance requirements are complied with for the Organization.
4. Oversee the provision of financial assessment of partners, service providers, and other entities as needed, providing conclusions to management to enable them to make informed decisions.5. Ensure that bank reconciliation, disbursements, clearance of receivables, overall cash management and monthly financial closures are performed regularly and in accordance with corporate requirements.
6. Participate and oversee in the formulation and implementation of plans, policies and procedures for budget programming activities (including PSA, Management Plan, Project budget, extrabudgetary), ensuring objectives are achieved in compliance with corporate, regional and functional strategies.
7. Oversee, create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and technical advice to optimize resources.
8. Monitor and provide technical advice on fund utilization and advance financing, loan and borrowing/repayment and refinancing arrangements; alerting Country/Regional Directors to approaching deadlines for unassigned funds and potential resource shortfalls/surpluses and presenting clear solutions.
9. Monitor and provide expert advice on actions related to project closure and resource Transfer.
10. Oversee the existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.
11. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and provide solid recommendations to the senior management on a wide range of improvements/changes.
12. Promote accountability across functional units, Promote and disseminate WFPโs revised anti-fraud and anti-corruption (AFAC) policy and WFPโs adherence to Zero Tolerance for Inaction.
13. Facilitate periodic and ad hoc risk assessments led by relevant managers in regional, country and field offices to. Ensure recommendations and appropriate actions are shared with the relevant units or management level, as per guidance received from RBC and/or HQ Risk & Compliance technical leads. Follow up on implementation of Risk & Compliance related recommendations.
14. Lead the annual Executive Directorโs Assurance exercise (e.g., collect, review and clear inputs for the survey) as well as regular updating of Risk Register and other Risk and Compliance related corporate exercises.
15. Act a CO focal point for all Risk & Compliance as well as Legal aspects.
16. Lead and promote a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.
17. Lead and motivate a team of national staff, provide coaching, training and guidance as required to ensure appropriate development and enable high performance.
18. Identify, and build productive partnerships with WFP stakeholders, other UN agencies and local government offices.Education: A university degree (Master's or Bachelor's) is required for this position.
Experience: With a master's degree, at least 08 years of professional experience in at least one of the following fields; administration, finance and/or budget programming.
- At least two years of supervisory experience is required.
- Full computer literacy on Windows and MS Office is mandatory.
- Experience working in emergency operations is required.Languages: Fluency in the English language (read, write, speak) is required. Knowledge of Romanian and/or Russian is an advantage.
