We are currently recruiting for 2x Grants Officer:
Job Summary:
Under the supervision of the Finance Manager, the Grants Officer will be responsible for the overall subawards management process for FHI360 PNG including but not limited to pre-award assessments, budget development, financial report review, monitoring and close-out of all subgrants in strict adherence to relevant donor and FHI360โs financial and Grants policies and procedures.
Key Job Responsibilities:
- Support Finance Manager and program team with developing grant packages for new sub-grants and modifications
- Conduct pre-award assessment for all potential sub-grantees
- Maintain electronic and hard files for all sub-grants as per FHI 360 practice.
- Conduct kick-off meeting and provide orientation/training to Implementing Agencies (IAs) finance staff on financial reporting, compliance and fund management
- Conduct monitoring field visits and completing the Financial and Administrative Review checklist and follows up on audit issues identified in Subaward Financial Report (SFR) review
- Ensure timely submission of all sub-grantsโ narrative and financial reports in accordance with FHI360 requirements and procedures
- Work with program to ensure FHI360 subaward tool kit is used as a monitoring tool. or
- Review all SFRs received from IAs and ensure accuracy, appropriate cost reimbursement then prepare the disbursement payment vouchers accordingly
- Assist IAs in ensuring proper tracking of financial expenditure
- Develop an IAs management tracking system/report, prepare, and maintain accurate database
- Provide appropriate capacity building support (Organizational development, financial and fund management) to relevant staff i.e. via on-job-training, calls, meetings or training workshops
- Prepare/update pipeline report of IAs budget and expenditure monthly/or as required.
- Prepare and maintain financial document/filing system following donor and CO internal policy.
- Prepare/update office Inventory list purchase under all awards and prepare annual inventory list for HQ.
- Provide back up support to finance team as required
- Perform other relevant duties as assigned by Associate Director of Operations and Country Representative.
Requirements:
- Bachelorโs degree in accounting or finance or related field and have at least 2 yearsโ experience in a similar position.
- Ability to understand, interpret, apply and make sound, independent judgement within established regulations and procedures
- Experience in developing staff technical capacities
- Proven ability to train and monitor partner implementing agencies
- Proficiency using Microsoft Office suite in general and Word and Excel in particular
- Fluency in English and Tok Pisin (writing, reading, and speaking)
Competencies:
- Preferably Membership of CPAPNG
- Experience of working on projects funded by major international donors like USAID in a medium to big INGOs.
- With minimal supervision, manage high volume workflow.
- Service minded well organized, strong negotiation and interpersonal skills.
- Ability to handle multiple tasks and demanding schedules to deliver high quality results on time.
- Knowledge of general financial practices and organizational skills, administrative and planning skills.
- Knowledge of procurement, inventory, and asset management systems.
- Report to supervisor on variances and status on regular basis.
- Resourceful in gathering and providing information.
