PLAN INTERNATIONAL KENYA
Plan International Kenya (PIK), operational since 1982, focuses on long-term development. Collaborating closely with local communities and governments, with a work force of 250 staffs and annual budget of $ 16 million, PIK implements programs to enhance the well-being of children, girls and young people in geographic focus of Nairobi, Machakos, Kajiado, Tharaka-Nithi, Siaya, Kwale, Kilifi, Homa Bay, Kisumu, Tana River, Turkana, Marsabit and Isiolo.
Under the current Country Strategy (July 2021 โ June 2026), PIK aims to end teenage pregnancies and gender-based violence against girls. This goal will be achieved through the following thematic pillars. strategic objectives:
1. Sexual and Reproductive Health and Rights (SRHR): Improve access to SRHR services and information to reduce teenage pregnancies and harmful practices in Kenya.
2. Prevention and Response to Gender-Based Violence: Ensure functional child and girls' rights protection mechanisms to prevent and respond to all forms of violence and abuse.
3. Protecting Girls and Young Women in Crisis and Climate Change Adaptation: Minimize the impact of disasters on girls, young women, families, and communities.
4. Youth-led and Innovative Partnerships for Job Creation: Build a stronger ecosystem for youth employment and entrepreneurship, particularly for vulnerable young women, fostering job seekers and creators.
ABOUT THE ROLE
The SDC-GBV Horn of Africa project, is a new 4-year project that will be implemented in Isiolo County. The projectโs intermediate outcomes are (1) Women, men, girls, and boys increasingly recognise, prevent, report and address GBV, and 2) Governments, formal and informal WLOs at national and local levels deliver quality GBV prevention and responses. It will ride on the Gender and Inclusion Approach, which is a gender transformative and inclusive approach. This approach attempts to tackle root causes of vulnerability and inequality and promote equal rights whether in a humanitarian or more developmental context. The anticipated project activities implementation will consider the different needs of targeted girls and women and contribute for addressing the root causes of gender inequality and exclusion.
The Grants Compliance and Finance Coordinator is responsible for the assessment and compliance monitoring of grants systems, processes, partnerships; Analysis of budgets and expenditures of the GBV- Horn of Africa Project in Isiolo.
This role will work with the Project Coordinator, the larger project team and both internal and external stakeholders. The position will be responsible for ensuring adherence to all donor compliance issues affecting the grant. The position holder will play a critical role to ensure the project team and Implementing partner understand the grant requirements for effective delivery of the project and compliance.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
1. Award and grants portfolio management (35%)
โข Support project specific budgeting in liaison with the Country Finance and Grants Manager (CFGM) and Donor/National Office (NO) contact person
โข Conduct regular grants monitoring for the project and ensure individual grants performance are being tracked effectively, and that risks and issues are being recognised and action taken.
โข Provide regular reports on grants performance to the Project Coordinator and the Country Finance and Grants Manager.
โข Support in the annual planning process at project level
2. Monitoring and analysis of grants 30%
โข Track and identify NRGRANT and DUMMY expenditures and ensure timely reversals are done before the closure of the month
โข Monitor and analyse activities regularly and work with Project Coordinator to resolve any issues identified in specific project
โข Co-ordinate with Project Coordinator and CFGM in order to ensure budgets are correctly allocated and phased-in.
โข Track and monitor grants expenditure
โข Support finance in grants reconciliations
โข Prepare and deliver timely financial reports.
โข Conduct project field visits and spot checks
3. Assessment and compliance of systems, processes and partnerships 15%
โข Work with project teams to ensure adherence to both donor and Plan processes and procedures
โข Support in grants mapping, central filing and updating grants information in the grants management system
โข Participate in due diligence for implementing partners and review MOUs.
โข Conduct capacity building for partners on donor requirements
โข Coordinate grants โKick offโ and inception meetings at project level.
โข Support timely close out processes for projects.
โข Provide information during grants audits and compliance reviews at project level.
โข Review of project grant reports and liquidation of funds.
4. Finance Processes and Reporting: 10%
โข Work with project teams to ensure adherence to both donor and Plan processes and procedures
โข Review grants payment requests and related transactions to ensure accuracy and compliance with Plan Policies and donor conditions
โข Process all project advances and approved liquidations in ERP.
5. Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) (5%)
โข Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationalโs Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
6. Others (5%)
โข As assigned by the supervisor
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
Qualifications/ experience essential:
โข Bachelorโs Degree in either business, social sciences or international development
โข At least CPA 2 or other equivalent professional qualification in accounting
โข Minimum 5 yearsโ experience in grants management or a similar role in INGO
โข Experience in award portfolio management and knowledge of major donorsโ (USAID, DFID, Global Affairs Canada, EU, etc.) compliance requirements
โข Experience in supporting program teams
โข Problem solving skills to identify and lead the resolution of issues
โข Strong communication (written and spoken), and interpersonal skills
Qualifications/ experience desirable:
โข Previous experience in SAP ERP or any recognised grants management system
โข Attention to detail and analytical skills
โข Planning, management and coordination skills
โข Experience in working with multicultural teams
โข Facilitation and training skills
โข Administration and effective communication skills
โข Ability to work and interact with others at all levels
Languages required
โข Excellent written and verbal communication skills in English and Kiswahili.
