Position Overview

Pact is seeking an experienced Grants & Contracts Manager to oversee a significant sub-grants portfolio for an USAID-funded program in El Salvador that focuses on strengthening the organizational and technical capacities of civil society. Reporting to the Deputy Chief of Party (DCOP), the Grants & Contracts Manager will oversee the full cycle of sub-award administration and management activities, ensuring compliant with USAID rules and regulations and other USG guidelines. S/he will support Activity staff and partners through targeted training on grant application processes and grant management. S/he will coordinate closely with technical team and finance and administration team, as well as supervise and mentor additional sub-grants staff.

Key Responsibilities

Develop and/or update subaward and contract documents and manuals in compliance with funder requirements, using Activity standard templates and working closely with Activity staff in country and in Washington, DC.Work closely with the Activity鈥檚 leadership and technical teams to ensure that the subaward structure is aligned with the Activity鈥檚 technical needs and priorities.Ensure rapid and compliant issuance of sub-grants during startup.Administer the full cycle of subaward management activities, including planning, facilitation, selection, pre-award assessments, negotiation, submission, orientations, review of monthly reports (including cost share), monitoring / compliance visits, and closeout.Use required sub-award management and accounting systems for subaward issuance and management. Ensure that all required documentation is available and stored as per Pact policy.Oversee budget management of project鈥檚 subaward pool and ensure accurate and timely disbursement and liquidation of subaward expenses.Ensure timely training of subgrantees, contractors, and Activity staff to understand and comply fully with funder requirements. Develop and/or update training materials and carry out regular trainings with partners.Ensure that office systems for sub-grants are maintained and that regular reports are provided to Activity leadership, Washington, DC teams or to the funder, as required.Support closeout of awards, including preparation of final inventories, property disposition, etc.Work with project staff to ensure that implementation of grants and contracts follows donor requirements.Support project procurements and procurement-related tasks in compliance with donor rules and regulations, as well as with Pact processes.Supervise and mentor junior sub-grants staff to ensure effective and compliant administration and management of the Activity鈥檚 full sub-award portfolio.Contribute to the Activity鈥檚 efforts to meet cost share requirements and ensure accurate and timely valuation and documentation.In close coordination with other staff, ensure that the Activity is implemented with a one-team approach, ensuring that all operational and programmatic coordination among consortium partners is streamlined, consistent, and conducive to a single, coherent program.All other duties as assigned.

Basic Requirements

Bachelor鈥檚 degree and 7+ years relevant experience or equivalent combination of education and experience, including 3 years of management experience.Demonstrated experience of successfully working with civil society organizations in a role administering or supporting the management of grants.Experience assessing the responsibility and grant-worthiness of organizations through financial statements, audits, and other documentation presented in a proposal or in support of an award.Experience drafting and managing performance-based subawards.

Additional Qualifications:

路 Knowledge of USAID and other funder rules and regulations as related to subgrants, procurement, compliance, and cost principles.

路 Mandatory proficiency in written and spoken Spanish and functional proficiency in English.

路 Ability to problem-solve difficult issues, and to multitask with ease, adapting to frequently changing priorities.

路 Good stakeholder relationship management, negotiation, and conflict-resolution skills.

路 Strong understanding of budgets.

Preferred Qualifications

Specific knowledge of USAID Rules and Regulations over Grants and Cooperative Agreements.Fluency in English.Proven capacity to design and deliver a range of training and technical assistance programs to build a full range of capacities for grant management.Competence using common desktop applications and internal systems.Accounting and customer relationship management software experience; prior experience with Salesforce CRM and Serenic Navigator ERP platforms a significant advantage.Nationals from El Salvador countries encouraged to apply.
