Position Overview
Pact seeks an experienced Finance Coordinator in Bamako, Mali, to support the financial coordination
and reporting of the recently-awarded Moyens de Subsistance Transformรฉs (MOST) project, a two-
year stabilization and livelihoods project targeting artisanal and small-scale gold communities in the
cross-border areas between Mali, Guinea and Senegal. The Finance Coordinator reports to the MOST
Deputy Project Director based in Bamako and closely supports Pactโs Senior Technical Manager based
in Nairobi, Kenya, who serves as the Project Director and Cost Center Owner of the MOST project.
She/he will also coordinate with Pactโs Global Finance department at Pactโs headquarters in
Washington, DC.
The Finance Coordinator will be responsible for ensuring the MOST projectโs accurate and timely
financial operations in compliance with Generally Accepted Accounting Principles (GAAP) and
organizational policies. The position supports comprehensive financial management,
including transaction recording, audit preparation, tax compliance, and reporting.
Key responsibilities involve maintaining financial records, managing payroll processes, reconciling
accounts, and preparing statutory reports such as withholding tax and social security submissions. The
Senior Finance Coordinator also coordinates with various teams to ensure smooth financial workflows
and compliance with donor (GIZ) requirements. The role includes liaising with external entities such as
Malian banks and tax authorities and contributing to budgeting, cash flow management, and financial
forecasting, as well as with local implementing partners in Mali, Guinea and Senegal to review their
financial reports.
This position's level of effort is 70% of time, or 28h / 3.5 full days per week.
Key Responsibilities
Accounting and Financial Management
Ensure all transactions are recorded accurately in compliance with Generally Accepted Accounting Principles (GAAP) and supported by verifiable source documents.Prepare documentation for check payments, including purchase orders, invoices, delivery orders,payee details, and payment terms.Verify amounts on receipts align with account records and bank statements.Maintain secure filing of financial documents as per the organization's finance policy.Prepare and submit Funds Transfer Requests to Pactโs office in DC and make sure that cash projections cover expenditures for the following months and to make sure that cash balance amounts never go higher than the two weeks threshold.
Tax Compliance and Reporting
If required in Mali, prepare and submit monthly withholding tax forms and ensure timely submissions to Maliโs Revenue Department.If required in Mali, submit annual personal income tax reports and coordinate with the Revenue Department on tax matters.Ensure the fulfillment of all statutory taxes requirements in Mali.Provide support as needed for the Pact global audit and local office audits & monitoring reviews.Support the annual renewal of Pactโs registration as an INGO in Mali by preparing the required financial and administrative documentation and liaising with Malian authorities as needed.Payroll Administration
Review and record the LOE for local staff in the Business Central system.Process payroll vouchers, including salary, tax, social security, and provident fund contributions, ensuring accurate allocation of staff salaries and benefits.Submit monthly social security and provident fund reports to relevant agencies.Month-End and Year-End Processes
Process Mali staff benefits and ensure all transactions are recorded for month-end.Perform reconciliations for petty cash and bank accounts.Review accruals, prepayments, and shared costs for financial accuracy.Coordination and Communication
Collaborate closely with the Projectโs Deputy Project Director, Project Director, and Global Finance to ensure compliance with GIZ requirements.Ensure all significant financial issues are communicated to Pact DCโs Global Finance team and that all follow-up is performed as required.Liaise with local banks for transactions, international transfers, and account updates.Coordinate with sub-awardees and vendors for timely receipts and support documents.Audit Support and Compliance
Prepare documentation for audits and ensure compliance with donor requirements.Support external audits and ensure all contractual obligations are met.Financial Planning and Reporting
Prepare cash flow forecasts and quarterly cash requests.Support budgeting processes and financial reporting, including profit and loss statementsOther Duties
