JOB PURPOSE

Under the supervision of the head of RAM and with the technical lead of the VAM officer, the Geographical Information System (GIS) consultant will gather data and update georeferenced information to ensure that WFP is ready to create detailed cartography as well as spatial analyses of the areas of interest to support humanitarian response in Venezuela

KEY ACCOUNTABILITIES (not all-inclusive)

80% of the time โ€“ support the GiS structure under Programme/RAM

โ€ข Draft the Geographic Information System (GIS) strategy and implementation plan for Venezuela country office, establishing actions, tools, requirements and budget, as well as how the GiS structure could support the office and the different units.

โ€ข Conduct spatial data analysis on climate, food security and nutrition, data collection, and map production according to cartographic standards, and prepare a range of reports as required.

โ€ข Organize and cooperate with the Earth Observation and Climate Analyst to facilitate technical work group meetings for completion of seasonal bulletins.

โ€ข Contribute and support WFP assessment with map products and dashboards as required.

โ€ข Produce high quality mapping products and infographics to support WFP Units and partner agencies (i.e., maps featuring road networks, implementation areas and other variables) for key decision makers and donor reports.

โ€ข Maintain a working library of spatial data and metadata in sharepoint/teams for the teamโ€™s usage.

โ€ข Lead and provide technical assistance during the mapping process of distribution points for operational needs.

โ€ข Maintain and manage the Geographic Information System (GIS) datasets for RAM Spatial Data Infrastructure.

โ€ข Responsible for creating, maintaining national knowledge and capacity transfer in GiS and related tools.

โ€ข Provide technical support, including capacity building, to Country Office staff, Area Offices and National Government counterparts, NGOs and other partners, as required.

โ€ข Other tasks as assigned by the designated supervisor(s).

20% of the time support the clusters led by WFP

โ€ข Provide technical support to the GiS structure of the Food Cluster and the Logistics cluster led by WFP.

STANDARD MINIMUM QUALIFICATIONS

Education: Relevant qualification in GIS, Statistics, Data Science, Geography, Economics and Food security related social sciences. Completion of specialised training in quantitative analysis and data management is an added advantage.

Experience Knowledge & Skills: Relevant qualification in GIS, Statistics, Data Science, Geography, Economics and Food security related social sciences. Completion of specialised training in quantitative analysis and data management is an added advantage. 6 years of minimum relevant working experience with 2-3 yearsโ€™ proven experience in data analysis management, skills in SQL, GIS Mapping software (ArcGIS, QGIS), Statistical analysis package (SPSS, R, Python etc), desktop publishing software such as Illustrator, Ms Publisher and report writing skills.

Languages: Fluency in Spanish and English at intermediate level is desired.
