The Global Policy and Solutions and Advocacy and Influence teams use the power of IRCโs ideas to solve the biggest challenges facing IRCโs clients across the โarc of crisis.โ From combating the drivers of conflict to meeting the needs of displaced people, the team partners with innovative problem solvers, experts and those with lived experience to identify solutions and bring them to life and with politicians, policy makers and civil society to bring these solutions to life. The Global Strategy and Planning Unit sits between and across the Global Policy and Advocacy Departments, serving as a unifying function to establish and maintain strategic alignment, functional efficiencies, positive and cohesive team culture, and a clear set of priorities across both departments. Specifically, this unit ensures that Policy and Advocacy Departments are using the same streamlined set of planning tools and processes, setting priorities collaboratively, working towards shared and unique goals and objectives as teams with role clarity, conducting discrete and joint strategic planning, and tracking and reporting progress concurrently.
Job Overview: The Global Funding and Operations Senior Manager will manage budget, fundraising and operational activities for the Global P&S and A&I teams. The Senior Manager will advise the Senior Director, Strategy and Planning on funding and operational planning, ensuring that the teams have the necessary resources and operational tools to carry out advocacy strategies and policy development plans, and achieve strategic objectives.
Major Responsibilities:
Budget management: Lead budget management for the P&S and A&I teams, and support strategic annual budget planning, track monthly spending for unrestricted and restricted budgets, develop and track grant budgets, support development of unit-specific salary rosters, overall budgets and spend plans. Ensure that unit leads are kept informed of their spend and remaining funds on a quarterly basis.
Fundraising and grant management: Lead fundraising efforts for the Global P&S and A&I teams and lead all aspects of all grants from proposal through to final reporting. Serve as primary point of contact with IRCโs fundraising teams, highlighting funding needs, developing funding proposals including budgets, and ensuring that fundraisers are kept aware of P&S/A&I funding priorities. Work closely with A&I/P&S unit leads to develop grant report narratives, and with finance partners to develop report budgets.
Facilitate procurement and contracting processes: Identify and manage procurement and contracts needs for the P&S and A&I teams. Liaise with IRCโs procurement and HR teams to handle any procurement, contracting and consultancy needs for the team. These include: IT platform contracts; expert consultancies; speaking fees and per diems for roundtable participants; and more.
Manage recruitment processes: Facilitate all team recruitment and hiring processes. Liaise closely with IRCโs HR team and hiring managers on the P&S and A&I teams to facilitate all hiring and salary adjustment processes.
Support gender, equality, diversity and inclusion efforts: Ensure that team budget, operational tools and HR efforts align with team, ER and organizational GEDI plans and objectives. Work closely with the Senior Director and team members to support inclusion of GEDI principles and objectives in day-to-day collaboration and culture.
Teamwork: Support a positive team culture by acting openly and collaboratively, supporting colleagues in their work and sharing credit with others where appropriate.

Job Requirements:
Education and work experience:
Bachelors degree in relevant field such as Business, Public Administration, Nonprofit Management or Public Policy (experience can serve in place of academic degree) or equivalent. 6 years of experience in fundraising/grants management, finance or operations.
Demonstrated skills and competencies:
- Exceptional budget planning and management skills, ideally with previous experience managing complex budgets
- Strong grant management skills, familiarity with typical donor protocols, grant proposal development and reporting

Familiarity with nonprofit budgeting Understanding of the Humanitarian and Development NGO sector Experience of working as part of a complex, international team to deliver on grants and budgetsWorking Environment: Hybrid office work environment โ in office at minimum 2-3 days per week. Up to 5% travel may be required.
Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
