Organisational Context
The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralises the specialised support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Officeโs mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management, forensic science, language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.
The Forensic Science Section is in charge of the following functions:
- The Forensic Unit provides expertise for all matters related to crime scene examinations, exhumations, autopsies, clinical examination of witnesses, as well examination of physical evidence collected during investigation or trial.
- The Imagery Unit provides expertise for all matters related to photo and video analysis and enhancement, 3D mapping and reconstruction, satellite imagery and geographic information systems.
Duties and Responsibilities
The incumbent will work under the supervision of the Head of Forensic Science Section and will perform the following tasks:
- Conduct forensic related duties and activities; it will notably include missions on the field in order to assess, identify and collect evidence;
- Prepare operation plans for crime scene assessments and investigations taking into consideration logistical aspects and potential impacts on local communities,
- Participate in and/or supervise work conducted by seconded or contracted personnel;
- Participate in monitoring of forensic work performed by national authorities;
- Develop an appropriate documentation collection plan for scientific support for investigations, notably in regards to crime scene investigation;
- Advise the Head of Forensic Science Section on forensic and scientific procedures and techniques to be used, as well as any other relevant tasks;
- Manage, update, and prepare and re-supply forensic equipment, including consumables and any instruments, etc;
- Give, pursuant to the instructions of the Head of Section, operational lead to the other members of the scientific team that she/he is part of;
- Work effectively in close cooperation with other team members;
- Participate as required in field activities;
- Provide advice on how to use existing international and national networks in his/her field of expertise for supporting work of the Office of the Prosecutor;
- In the absence of the Forensic Coordinator (Kyiv) when required, take the lead for general forensic activity;
- Draft reports and quality system documentation;
- Perform other duties as required by the Head of Forensic Science Section.
Essential Qualifications
Education:
An advanced university degree in Forensic Science or a related field is required. A first-level university degree in combination with two additional years of experience is accepted in lieu of the advanced university degree.
Experience:
- A minimum of 5 years of relevant work experience (7 years with a first level university degree) in crime scene investigation with a special focus on complex and large-scale cases is required;
- Relevant experience in forensic science in a governmental or inter-governmental agency, scientific police institute, ad hoc international tribunal, international fact finding commissions, or international organizations is essential;
- Experience in working in multidisciplinary teams is essential;
- Experience in managing health and safety risks at crime sites, including identification of hazards, selection, use and proper disposal of personal protective equipment according to the situation is highly desirable;
- Experience in conducting field operations in a conflict or post-conflict setting is highly desirable;
- Experience in recovery of evidence relating to conflict situations would be an asset;
- Experience working under ISO accredited or an equivalent quality system would be an asset;
- Experience in appearing in court as an expert witness is essential.
Knowledge, skills and abilities:
- Expert knowledge of crime scene investigation and crime scene reconstruction techniques and procedures is essential;
- Expert knowledge of use of new and emerging technologies at crime scenes is an asset;
- Excellent ability to organize complex and voluminous sets of records and facts;
- Excellent ability to execute various forensic tasks;
- Familiarity with analysis techniques in forensic medicine and forensic sciences;
- Excellent ability to communicate effectively with a variety of interlocutors;
- Ability to work under stressful conditions and in a volatile environment;
- Ability to work in a non-discriminatory manner, with respect for diversity;
- Professional and personal integrity.
Knowledge of languages:
Fluency in English is essential. Working knowledge of the other working language of the Court, French, is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.

General Information
