ROLE PURPOSE

The food distribution officer is responsible for coordinating the-distribution of food rations in compliance with plan international Nigeria and UNWFP policies for an effective and smooth-running general food distribution program. The food distribution officer will work under the direction of the project coordinator and will collaborate closely with other project staff employees within the commodity department.

DIMENSIONS OF THE ROLE

The Food Distribution Officer is responsible for performing distribution of food commodities on the field according to the methodologies and guidelines provided by Plan International. They will be part of a distribution team responsible for ensuring a smooth and clear distribution process, from enrolment to disbursement. They are responsible for monitoring beneficiariesโ€™ enrolment, verifying their identity card. During disbursement, they will be responsible for monitoring the process together with Community Mobilizers. This will include spot-checks on beneficiariesโ€™ identification.

ACCOUNTABILITIES

  • Apply technical knowledge and skills to implement and/or assist in community delivery of cash based/in-kind programs.
  • Promptly identify and recommend solutions to cash based/GFD technical issues
  • Participate on the on-job training of how the e-voucher system works, how to handle data, accurately use the e- devices (e-voucher reader, Smartphone with application, and e-voucher) including the hand over process with the vendors
  • Participate on the on-job training on GFD and beneficiaries rationing/entitlement
  • Participate in the process of identifying beneficiary communities/targeting based on robust and participatory criteria if any
  • Ensure appropriate community messages are transferred to clients, local government partners, vendors, non-clients, and other key actors
  • Ensure training/re-orientation of the vendor staff e- voucher system (how it works, synchronization, handling including safe keeping of e-devices) until hand over of the e-devices to Plan.
  • Ensure the conduct of beneficiary feedback and response mechanism (BFRM) activities are undertaken and serve field focal point for handling the BFRM data base
  • Work with and provide timely technical support to the implementing partners; maintain encouraging and constructive relations with partner staff
  • Closely work with all field team in general and with other partners how to integrate and align cash programming with other partners activities and priorities
  • Fully align with safety and security procedures and provide support to security monitoring and assessments ensure a safe and secure environment for program implementation
  • Coordinate the cash transfer assistant.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

    Essential

    • Bachelor is Degree, preferably in a discipline such as Human nutrition, Agriculture, international development, business administration, management and economics or any other discipline relevant to development.
    • Previous experience in a related position for at least 3 years, including managing general Food Distribution & Nutrition projects.
    • Experience managing UNWFP-funded projects
    • Experience in working โ€œIn-kind Distributionsโ€ projects is preferable.
    • Fluent in written and spoken English and Hausa
    • Commitment to and understanding of PLANโ€™S aims, values and principles.
