The Finance Coordinator, is reporting to the Finance Advisor, is to be responsible to provide guidance on adherence to finance procedures, provide capacity building and surge capacity in Finance Department tasks in CO and Area Offices. ย A 15% of travel is expected from this position.
Generic responsibilitiesย
Provide guidance on compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these. Support the training, capacity building and mentoring ofย finance teams in all officesย Identify, analyse and evaluate key processes and gaps in the team activities Support on addressing that issues related to finance adhere to the โDo no harmโ approach Implement NRCโs financial systems, routines and procedures in Country and Area Offices. Surge Capacity of Finance Department in Country and Area Offices. Support and training of line managers with budget responsibilities.ย
Specific responsibilitiesย
Accounting
Lead on the financial monthly closing and consolidation of accounting books at Country Office level. Provide finance verification of purchase and payment request up to his/her authorization limit. Ensure effective cashflows, preparing forecast of expenditures and submitting monthly cash requests to Country Office. Primary Focal point for Internal, External and Donor Audits.Financial Systems
Ensure NRC Finance Systems and procedures are updated at all times. Ensure NRC Country Office Master Budget is covered, and gaps are monitored and analyzed. Responsible of updating Finance Allocation Tables for Salaries and Support Costs.Donor Budgeting and Reporting
Responsible to closely monitor level of expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with Senior Management. Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted. Responsible for the consolidation of Financial Budgeting and Reporting at Country Office Level.Internal Control and Compliance
Undertake spot checks across the Area Offices, to ensure NRC financial procedures are followed and prepare Action Plan upon findings. Provide guidance on NRC financial tools are understood and used by non-finance staff in Area and Country Offices through training.Surge Capacity and Capacity Building
Develop a capacity building plan for Finance Staff and implement on-the-job training. Act as Finance Manager when appointed. Provide Surge Support to Area Offices when requiredProfessional competenciesย
