Qualifications

Organizational Setting

Finance Assistant will work under the direct supervision of Technical Officer (EPI) and assist WHO EPI team in supporting Central Expanded Program in Immunization (cEPI) in strengthening Vaccine Preventable Disease Surveillance and Immunization activities.The team lead in consultation with Administrative Officer guides on non-routine matters and ensures on-going support through on-job training and technical or administrative guidance as relevant.Routine tasks are performed independently within detailed guidelines.Overall supervision is focused on successful delivery of client oriented and efficient implementation of operational services.

Major Duties and Responsibilities

1.聽聽聽聽聽 Assist in maintaining proper recording and keeping filling system for financial records of Expanded Programme on Immunization (EPI) and Central Epidemiology unit (CEU) main office and it's field offices.

2.聽聽聽聽聽 Checking and verifying all payment forms, vouchers, invoices and supporting documents, from accuracy, completions as per Direct Financial Cooperation (DFC) / Agreement for Performance of work (APW) / Technical Services Agreement (TSA) and Direct Implementation (DI)

3.聽聽聽聽聽 Ensure all travel claim submitted by field offices in time and assist in checking travel claim thoroughly and the documents against the approval and supporting documents as per guidelines.

4.聽聽聽聽聽 Ensure that the bank drafts, bank statement and other financial documents are in order and follow up with bank if necessary.

5.聽聽聽聽聽 Prepare estimate budget breakdown for upcoming activities.

6.聽聽聽聽聽 Ensure that monthly field office's cash book and their supporting documents sent by field offices on time and assist in checking of the monthly cash book.

7.聽聽聽聽聽 Monitor status of General External Services (GES) Purchase Order (PO) in GSM system, process payments of general operating expenses and update & maintain monitoring sheet for EPI activities such as activity period, amount, status of liquidation and un-liquidated amount.

8.聽聽聽聽聽 Be responsible for closely monitoring the charges and encumbrances of the Imprest Purchase Orders (IPOs) in order to take necessary financial actions.

9.聽聽聽聽聽 To monitor event management company during the meetings and trainings conducted at all levels and to ensure the proper disbursement of operational cost to beneficiaries through FSP

10.聽聽 Support Finance Executive for the preparation of proposals and financial reports to donors.

11.聽聽 Performs any other relevant duties and ad-hoc activities which are assigned by WHO

12.聽聽 To submit assignment report quarterly.

Work Relations and Partnerships

The Finance Assistant is expected to work with finance and provide Executive Assistant (Budget & Finance) to the Country office teams involved in the reporting process, financial management of technical programmes and projects.He/She responds to routine queries, requests and receives reports to all level, provides information on status of monthly report, record, proper monitoring sheet and maintain the files, ensure bank statement and other responsibilities.

Impact of functions

The Finance Assistant ensures smooth procedures in terms of project implementation, achievement of smooth of monthly report from all levels and other financial matter.

Qualifications

Educational background

Essential : University Degree

Desirable: Bookkeeping or accounting training.

Professional experience and knowledge

a)聽聽聽聽聽 Office software (Word, Excel, Outlook etc)

b)聽聽聽聽聽 Three years relevant experience in financial field at UN and related organization

c)聽聽聽聽聽 Monitoring financial expenditure and good communication skill explaining financial matters

d)聽聽聽聽聽 Basic book-keeping and accounting

Language Skills

Fluency in oral and written English & Myanmar is required.
