The Program

Mercy Corps established a country program in Haiti in response to the January 2010 earthquake. Mercy Corps is focused upon long-term development and supports economic development and resilience in rural and urban communities, as well as emergency responses. Mercy Corpsโ€™ programming and portfolio size may expand depending upon availability of funds, necessitating a flexible and responsive finance department. Current funders include, BHA (USAID), and several foundations, with a desire to develop the portfolio within the next 6 months.

The Position

The Finance & Compliance Manager is a member of the Mercy Corps senior management team and part of the Mercy Corps Finance Department, and as such is responsible for all aspects of financial management of the country program, working collaboratively to ensure compliance with Mercy Corps internal policies and procedures as well as donor regulations. They work under the direction of the Country Director and is responsible for all financial and including accounting, payments and banking, payroll, budgeting, financial reporting and grant financial management and compliance. The Finance & Compliance Manager in support of the Program Department, provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively. Focus on key financial requirements, challenges/solutions, etc. including a heavy focus on finance team capacity building.

OPERATIONS - Financial

ยท Ensure effective, transparent use of financial resources in compliance with Mercy Corps and donor policies and procedures.

ยท Maintain banking relations and plan and monitor country cash flow requirements to ensure the smooth implementation of Mercy Corps programs.

ยท Maintain appropriate local insurance coverage in coordination with the Admin. Department, to protect Mercy Corps.

ยท Provide monthly standard accounting submissions to Mercy Corps Headquarters, including general ledger files, account reconciliations, expenditures by fund code/project, required subgrantee reporting, as well as other financial information in a timely and accurate manner.

ยท Provide monthly management reports to the Country Director and Program Managers, including expenditures by fund code/project, subgrantee reporting and other financial information, in a timely and accurate manner.

ยท Develop annual fiscal year budgets with the Country Director and develop and implement grant budgeting and forecasting systems with Program Managers.

Lead budget development for new initiatives ensuring realistic and complete budgets in the required format.

Influence & Representation

ยท Interface with various donor representatives to convey information about programs as appropriate.

ยท Communicate with our local partners, as well as any sub-grantees, to verify their systems and that they understand and follow all appropriate procedures and archiving.Participate in sharing best practices with NGOs and governmental agencies through platforms such as CLIO.

Supervisory Responsibility

All Finance Department staff; currently 2 direct (Finance Officer and Finance Assistant) and anticipated 2 more under recruitment (Senior Finance Officer, Subaward Officer) + 2 technical reporting line for 2 Field Finance officer being recruited (1 based in Jeremie and 1 based in Miragoane)

Accountability

Reports Directly To: Country DirectorWorks Directly With: HQ Regional Finance Officer (with authority for technical financial matters); members of Operations, Program Managers, TSU team members, and others

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills

ยท A BA/S or equivalent in accounting or finance required; advanced degree preferred.

ยท At least 7+ years of progressive financial management experience, including supervisory experience required.

ยท At least 4 yearsโ€™ experience in grants management as well as an understanding of US Government regulations required.

ยท At least 3 yearsโ€™ international experience required; international NGO/PVO field office experience is preferred.

ยท Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.

ยท Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.

ยท Prior management experience and strong organizational skills.
