Org. Setting and ReportingThis position is located in the Trust Funds Management Section, Office of Programme Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Finance & Budget Officer usually reports to the Head of the Unit or to a Senior Finance & Budget Officer/Section Chief. The Trust Funds Management Section is responsible for the financial management of voluntary contributions received and the use of these funds including global support to offices around the world. The Section prepare various financial reports including IPSAS financial statements, certified financial statements for donors and managerial reports related to trust funds and program support funds. This Section supports the analysis of various accounts and monitor voluntary contributions cash flows. The Section also provide supports related to inter-agency processes, including UNDP Service Clearing Account (SCA) as well as funding to Implementing Partners (IPs). ResponsibilitiesResponsibilities: Within delegated authority, the Finance & Budget Officer will be responsible for the following duties: Finance: โ€ข Analyses accounts and reviews/evaluates regular financial reports at Headquarters, from Offices-away-from-Headquarters and Peacekeeping Missions. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. โ€ข Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments/appropriations. โ€ข Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. โ€ข Assists, prepares or consolidates financial statements for inclusion in the UN Financial Statements to be audited. Responds to internal/external audit observations. Reviews the financial statements of other entities for which the Controller has certification authority. โ€ข Provides advice and guidance concerning the United Nationsโ€™ Financial Regulations and Rules and Accounting Instructions. โ€ข Provides authoritative interpretation of requirements for handling transactions. โ€ข Monitors, analyses transactions recorded into the accounting system. โ€ข Defines requirements and works with systems units with respect to production of relevant financial reports. โ€ข Participates in the development of accounting policies. โ€ข Provides information needed to respond to audit findings. Budget preparation: โ€ข Reviews and analyses data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements from (a) Departments/offices at Headquarters and in the field, including programmatic aspects; and (b) medium-sized peacekeeping operations. โ€ข Provides support to managers with respect to the elaboration of resource requirements for budget submissions. โ€ข Reviews, analyses and provides input into finalization of programme budget/financial implications to the Security Council statements in light of additional mandates. โ€ข Provides substantive support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. Budget administration: โ€ข Issues allocations/ allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. โ€ข Monitors budget implementation and determines/recommends reallocation of funds when necessary. โ€ข Monitors expenditures to ensure that they remain within authorized levels. โ€ข Reviews all requisitions for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds. โ€ข Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โ€ข Prepares relevant documentation with respect to budget performance submissions. โ€ข Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โ€ข Provides substantive support to intergovernmental and legislative bodies. General: โ€ข Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; โ€ข Keeps up-to-date on current financial regulations/professional publications and accepted principles; โ€ข Monitors and supervises the work of staff as required (usually in the field); โ€ข Performs other related duties, as assigned. EducationAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, finance, accounting, or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable. Work ExperienceA minimum of five years of progressively responsible professional experience in accounting, finance, budget, administration or related area is required. Experience investigating, resolving and reconciling complex finance transactions is required. Experience in preparation of financial statements and donor report is required. Experience with finance module of enterprise resource planning (ERP) system such as SAP, Oracle or similar system is required. Experience with budget formulation, monitoring and performance reporting is required. Experience working with the United Nations (or large decentralized organisation) systems and procedures as they relate Financial Regulations, Rules and procedures is desirable. Experience in government or public sector accounting is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
