Result of ServiceThe Joint Programme Officer will be responsible for supporting the coordination, implementation and monitoring of UNEP-funded project activities in Abyei. The Consultant will ensure effective collaboration among local implementing partners, maintain strong coordination with stakeholders, and oversee project logistics and reporting obligations. The role aims to ensure the timely and quality delivery of project results according to agreed objectives and standards of the Letter of Agreement (LoA). Additionally, the Consultant will contribute to the integrated design, planning, coordination and overall monitoring, evaluation and reporting of Programmatic activities and Mission-funded community stabilization, confidence building and conflicts reduction interventions implemented by United Nations agencies, funds and Programmes (AFPs) in Abyei box. S/he will support multi-agency coordination and other efforts in consultative meetings/discussions with Implementing Partners on the preparation and submission of all obligations linked to signed UN-to-UN agreements. S/he will contribute to regular project reviews to assess the performance of the projects and review Multi-Year Work Plans. S/he will provide effective operational support and increased capacity of the Joint Programme Senior Staff and participating entities to cope with the workload in supporting the Abyei UN Joint Programme Initiative as stipulated in the UNSCR 2802 (Nov. 2025). Work LocationAbyei Expected duration14 months Duties and ResponsibilitiesThis position is located in the United Nations Interim Security Force for Abyei (UNISFA). The Consultant / Joint Programme Officer reports to the Senior Political Affairs Officer & Chief Community Liaison Officer or their designate. The Consultant will be responsible for the following duties: 1. Support coordination, implementation, oversight and partner management โข Facilitate daily coordination among implementing partners, local authorities, and community stakeholders to ensure coherent project delivery. โข Support the planning, scheduling, and execution of project activities according to work plans and budgets. โข Support the conduct of coordination meetings and follow up on agreed action points to ensure timely implementation. โข Assist the Chief Community Liaison Officer or the Joint Project Coordinator for local-level coordination between project teams and external partners in Abyei. โข Support the supervision of activities of selected local implementing partners to ensure implementation of prioritized consensual resilience-building interventions and compliance with project standards and performance indicators. โข Provide technical and operational support to partners on Programmatic and administrative issues. โข Review partnersโ progress reports, ensuring accuracy, quality, and alignment with project objectives and standards. โข Identify capacity gaps among partners and support capacity-building initiatives when necessary. 2. Programme-related support to the Abyei UN joint Programme Initiative: โข Prepare scope of work, review project documents, cost plans/budgets and assure compliance to relevant financial rules and procedures in collaboration with RCO and Implementing partners (AFPs) โข monitor status of Programme/project proposals and receipt of relevant documentation โข distribute project documents to all stakeholders upon CMS approval โข prepare briefing notes and talking points for the senior staff and mission leadership related to JP Programme. โข provide information on assigned issues and cooperates and collaborates with counterparts to develop quality written outputs as requested โข attend coordination meetings and prepare minutes, monitors follow-up activities. โข verify on regular basis availability of funds in Umoja and monitor wired transfers status to Implementing Partners. โข Compile, summarize, and present information/data using Power BI to inform Management โข compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of Senior PM Officer โข draft correspondence on budget-related issues to inform decision making. โข when required, prepare and update periodic reports, briefing notes, SG and Compact reports, graphic and statistical summaries, accounting spreadsheets, OIOS/Evaluators structured interviews โข design and monitor dashboards for all agreements and support on contracts compliance โข actively manage year-end closure activities in collaboration with Finance & Budget Unit โข provide inputs to planning processes, including results-based budgeting (RBB) and reporting. โข participate in the work of missionโs Joint Inspection Teams, UN Inter-Agency Assessment Missions and similar modalities โข As required, represents the team at round tables, seminars and conferences with Juba/Khartoum appointed administrations โข support the supervisor in the coordination of mission-wide inputs for reports to the Secretary-General and other communications to UNHQ. 3. Reporting and Documentation โข Consolidate and prepare timely weekly, monthly, and quarterly progress reports on field activities as and when required. โข Ensure proper documentation of project achievements, challenges, and lessons learned, strategic engagement of UN partners and donors on opportunities for replication and scaling. โข Contribute to donor and management reporting by providing accurate field data and analysis. 4. Operational and Logistical Support โข Coordinate logistics for field missions, workshops, and community activities. โข Liaise with diverse organizational units to facilitate procurement, transport, and supply chain needs for Programme delivery. โข Support the maintenance of up-to-date inventory and asset registers for project materials in Abyei. 5. Communication and Representation โข Represent the project in local coordination meetings, forums, and technical working groups. โข Maintain regular communication with field stakeholders to strengthen collaboration and information sharing. โข Promote the visibility of the project and ensure adherence to communication and branding guidelines. Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in business administration, management, economics, social sciences or a related degree required. Training or certification in PowerBI/MS Project is required. Prince2 Project Management certification is required. A minimum of eight years of relevant experience in project management and coordination, business administration, logistics, operational/project support or general administration is required. Previous work experience in administration and management of implementing partners in a United Nations peacekeeping operation is desirable. Proven experience in planning and project management in a conflict or post conflict environment is required. Experience using financial systems/finance modules of enterprise resource planning (ERP) software such as Umoja or similar software is highly desirable. Experience in budget preparation and WBSE implementation and reporting is required. Excellent computer literacy, strong skills in technology/software solutions, using Microsoft Office 365 packages is an asset. Candidate must possess a valid driving permit and have Passed United Nations Driving test. Training or certification in PowerBI/MS Project is required. Prince2 Project Management certification is required. LanguagesEnglish and French are the working languages of the UN Secretariat.
