Standard Job DescriptionField Assistant Organizational Setting and Work Relationships The Field Assistant is normally supervised by the Field Officer/Associate and performs a variety of functions related to Field activities within the office. The supervisor exercises close control and regular review of the work processes and provides regular advice and guidance. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions. - Act as interpreter in the exchange of routine information, contribute to related liaison activities and respond directly to routine queries. - Collect data and other information relevant to UNHCR and report to the supervisor accordingly. - Keep regular contacts with local authorities and implementing partners as requested by supervisor. - In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR. - Liaise with local authority counterparts, partners and populations of concern. - Direct incidents and problems to the supervisor when they cannot be resolved at their level. - Perform other related duties as required. Desired Candidate Profile The UNHCR Representation in Venezuela works through the Country Office, three Field Offices (Maracaibo, San Cristobal, Guasdualito) as well as three Field Units (Caracas, Santa Elena de Uairen and Puerto Ayacucho). Field Unit Santa Elena de Uairen covers the municipality of Gran Sabana in Bolivar State, at the border with Brazil and falls under the supervision and management of Branch Office in Caracas. Occasionally the Office will cover other municipalities in Bolivar State. UNHCR in Venezuela is working through a community-based approach to prevent displacement, mitigate protection risks and support resilience of affected communities. In Santa Elena de Uairen focus is placed with indigenous population and persons in mobility. UNHCR works closely with operational and implementing partners and coordinates activities with local authorities, including the Office of the Ombudsperson, CONARE (National Refugee Commission), Civil Registry, Civil Protection as well as regional and municipal authorities, among others.

This position will be under the direct supervision of the Head of Field Unit in Santa Elena de Uairen and will be required to engage regularly with officials of the county/local government, leaders of the refugee community, local/host populations, and partners on the ground on protection, solutions, and other operational matters. The incumbent is expected to demonstrate experience in community based protection, as well as skills in information management and reporting, procurement and distribution of core relief items to affected communities. The candidate will participate frequently in field missions to remote locations under difficult living conditions to provide protection training, skills in disaster emergency management and support activities pertaining to supply chain including warehouse management, supplier identification, preparation of tenders, goods and services quote requests and preparation of comparative supplier matrixes. The incumbent will work closely with Admin Assistant ensuring supply chain commitments are fully complied with. The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on routine subject matters under the direction of the supervisor.
