1. General Background

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.

Mexico has become a destination country for a growing number of refugees, a trend that is expected to continue given the complex context of human mobility in the region. In 2023 more than 140,000 asylum claims were made in Mexico, a record number and steady increase when compared to previous years. UNHCR is committed to supporting the government of Mexico to strengthen its asylum capacity to ensure that persons that are in need of international protection can access the territory and to find regional approaches to equitably share responsibilities within the Comprehensive Refugee Response Framework

The External Engagement team in Country Office Mexico City (COMEX) is responsible for managing and coordinating UNHCRโ€™s relationships with external counterparts, including UN Agencies, donors, government, and the media. Interagency coordination is at the heart of this teamโ€™s efforts, especially in terms of ensuring UNHCRโ€™s full participation in UN working groups and amplifying our capacity to work with other agencies. Additionally, UNHCR and IOM are co-coordinators of the national platform of the R4V (Response for Venezuela), which in Mexico also includes 7 other UN and NGO partners. In 2024, the R4V platform will conduct a planning exercise, Refugees and Migrant Response Plan (RMRP) for the period 2025-2026, which will be publicly launched in December 2024. The RMRP will include a Joint Needs Assessment (JNA) - a comprehensive data collection exercise to assess and examine the specific needs of Venezuelan refugees and migrants in Mexico.

The External Engagement Associate (R4V/VENSIT) will be part of both the External Engagement team and the R4V team. Under the supervision of the Interagency Coordination Officer, she/he will work closely with other members of the R4V platform on the coordination of the JNA, the preparations of the RMRP 2025-2026, and with the EE team on other general coordination issues.

2. Purpose and Scope of Assignment
The External Engagement Associate (R4V/VENSIT) will support coordination efforts to enhance and improve UNHCRโ€™s working relationship with other UN Agencies and will lead coordination efforts to implement and monitor the RMRP 2024 and plan the RMRP 2025-2026. Specific responsibilities are:

โ€ข Support UNHCRโ€™s active participation in UN thematic working groups and under the Interagency Group on Human Mobility (GIMH).
โ€ข Contribute to the development of knowledge management tools to record and archive UNHCRโ€™s engagement with UN Agencies and other key partners.
โ€ข Take part in coordination meetings and take minutes of key outcomes and deliverables.
โ€ข Contribute tools to support greater synergies in relation to interagency coordination.
โ€ข Develop a workplan to implement a Joint Needs Assessment of the Venezuelan population in the country in close coordination with relevant stakeholders.
โ€ข Ensure the implementation of the Needs Assessments.
โ€ข Organise workshops when needed.
โ€ข Prepare the planning exercise for the RMRP 2025-2026, including activity submission and narrative.
โ€ข Develop timely qualitative and quantitative reports or ensure the submission of timely inputs for shared documents
โ€ข Participate in coordination meetings with partners at national, sub-regional and regional levels, and support with delivery of outcomes and taking minutes as appropriate.
โ€ข Travel within the country and the region when necessary.
โ€ข Other associated and relevant functions for the proper execution that may be assigned by his/her supervisor according to the needs of the position.

3. Monitoring and Progress Controls
โ€ข Knowledge management tools are set up to track interagency work, progress and challenges for the UNHCR Mexico Operation
โ€ข Great participation and visibility of UNHCR in interagency working groups
โ€ข The Joint Needs Assessment is undertaken and completed by June 2024
โ€ข Preparations for the next R4V RMRP are planned for and conducted.

4. Qualifications and Experience
A. Education
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.

B. Work Experience
โ€ข Relevant experience in the fields of humanitarian and/or development work, in coordination or partnership roles, or in coordination support roles.
โ€ข Experience in working with partners or external stakeholders is desirable.

C. Key Competencies
โ€ข Experience in project management and in using tools to facilitate project management.
โ€ข Highly organized, diligent and results-oriented.
โ€ข Strong interpersonal and coordination skills and able to work with a diverse team and partners.
โ€ข Able to work independently.
โ€ข Fluency in Spanish and working knowledge of English.
โ€ข Excellent written and oral presentation skills.

Desirable:
โ€ข Proficiency in Microsoft Office (Word, Excel, PowerPoint, Publisher)
โ€ข Knowledge of KOBO and data analysis tools.
