The recent development in Ukraine have led over 7.6 million refugees to flee over the borders from Ukraine and a further 6.3 million have been displaced within Ukraine. The estimated 17,7 million people that are stranded in Ukraine face shortages of basic needs such as water, food and medicine. 5,796,748 refugees have crossed the Polish border, 591,947 refugees have crossed the Moldavian border and 1,127,998 refugees the Romanian border. This situation has led ACF France to open Country Offices, in Ukraine, Poland and Romania and ACF Spain in Moldova.
ACF has deployed a regional multi-sectorial strategy through direct implementation and partnership. Core activities are Food Security & Livelihood (canned and dry food distribution, hot meals, cash) and Mental Health & Care Practices (psychosocial support, PFA training, Baby Friendly Space, psychiatric referrals). In Ukraine strategy includes WASH activities (rehabilitation/repair of centralized water and sanitation networks as well as gas networks and boiler plants, minor repair of Collective/Transit Centers and hygiene kit distribution) as well as Health & Nutrition ones (primary health care structures support).
ACF implements WaSH, MHPSS, Cash, FSL and health programmes, with bases in Dnipro, Kharkiv, Chernivtsi and Mykolaiv. The coordination office is based in Kyiv, with few staff also based in Vinnytsia. From the west of Ukraine to the East and South, needs are different and actions to be set up needs to be taylored.

This position is to develop ACF technical approach and strategy in Ukraine country office
Mission 1: Develop a positioning and strategy for ACF in the livelihoods sector to respond to the evolving needs in Ukraine
Analyse the evolving context in Ukraine and identify geographic areas where ACF is present and livelihoods activities are relevant.Complete a mapping of key livelihood actors (both national and international) and activities in Ukraine.Map key donors engaged and/or interested in supporting livelihood activities in Ukraine.Explore technical partnerships (NNGOs, universities and private sector actors) that could be relevant for livelihood activities in Ukraine.Conduct necessary assessments in priority geographical areas to understand key barriers and challenges for IDPs to re-establish their livelihoods.Engaging keys stakeholders in the ACF Country Office and the Technical Department in France and coordinate the development of a livelihood strategy in Ukraine detailing priority areas, activities and potential funding sources.Detail key opportunities for integrating livelihood activities with other sectors and activities in Ukraine.Mission 2: Support the develop of livelihood concept notes and proposals
Mission 3: Ensure the active participation of ACF in national sectorial coordination and technical forums
Represent ACF in sectorial coordination at national and sub-national levels.Ensure technical communication concerning ACFโs livelihoods strategy in liaison with the Country Director and Deputy Country Director.Promote sectoral partnerships (civil society, I/NNGOs, local authorities and the private sector) and map the potential partners.Mission 4: Support ACFโs commitments to gender equality, protection and the environment
Contribute to the promotion of ACFs Gender Minimum Standards, protection mainstreaming and Environmental Policy through ensuring the integration of protection, gender and environmental considerations in assessments and programmes.Reinforce integration of cross-sectoral priorities in MEAL, including gender, protection, safeguarding and the environment.Votre profil
At least 3 years experience in a similar position;
An Experience in humanitarian and volatile settings would be a strong asset;
Strong written, verbal communication skills, time management skills; Ability to work both autonomously and as part of a team ;
Fluency in spoken and written English.
