GIZ International Services is shortlisted for the EU-funded tender: โTechnical Assistance to the Programme EU Support to Green Economyโ in Jordan.
The Overall Objective (Impact) of this action is to contribute to the development of a green, environmentally sustainable and socially inclusive post COVID-19 economy through the enhanced implementation of Jordanโs green growth strategy and action plan.
The specific objectives (Outcomes) of this contract are as follows: enhanced sustainable and efficient production and consumption patterns in the industrial sector; enhanced coordination and sustainable resource management in the energy, water and agriculture sectors (nexus); enhanced sustainable public and private transport; enhanced circular economy and improved biodiversity and nature conservation in local development.
Your profile
Qualifications and skills
University degree as an engineer, or equivalent; Good knowledge of technical standards in circular economy: standardisation process, norms application; Knowledge of methods to establish resources efficiency plans; Knowledge of circular economy related technologies and equipment in the industrial sector; Proven experience of mechanisms and modalities to support circular economy and resources efficiency investments in industrial and commercial sectors, including support to energy audits and preliminary studies, resourcesโโ planning, investment monitoring, demonstration projects, partnerships / contract programmes, including within a government, national or regional agency; Knowledge of procedures to certify specialised resourcesโ auditors; Experience of methods to monitor and assess the impact of government actions. Pedagogic and communication capabilities; Good command of English, in speaking and writing. English will be the working language and all produced documents will have to be written in English. Knowledge of Arabic would be an advantage. Good knowledge of modern computer tools including project management, simulation software, presentation and communication tools.
General professional experience
A minimum of 10 years professional experience of the analysis and implementation of resourcesโ efficiency solutions, consistent with regulations of several EU member countries, use of materials and equipment; experience of industries, roles of stakeholders and contracts; A minimum of 5 years' experience of the development and application of Circular Economy, preferably in a EU member country, including the coordination of the different public and private actors involved; Experience on guiding on strategic/legal/regulatory Circular Economy development. Knowledge of EU procedures would be an advantage.
Specific professional experience
Practical experience of resourcesโ efficiency in south and east-Mediterranean countries, and design of resource efficiency and cleaner production plans RECP; Experience of resources auditing and investment feasibility studies in industry. Knowledge of specific software related to the project. Proven experience of a technical assistance or twinning programme in the field of circular economy/resource efficiency, administrative cooperation or competition. Having acquired this experience in one of the countries having an association or partnership agreement with the EU or in a pre-accession country, would be an advantage. The operational base for the project is Amman. Based on the needed input, working outside Amman is expected. As for the study tours, this should be taken into consideration to reflect best practices and ensure exchange of Know-how with EU and international best practices.
Start date & period of implementation
The intended start date is 1st November 2023 and the period of implementation of the contract will be 42 months from this date.
