Under the overall supervision of the Preparedness and Response Unit (PRU) Coordinator, Technical supervision of the CCCM and ES /NFIs Cluster Coordinators and direct supervision of Head of Sub-Office, the successful candidate will ย support IOM's commitment to work within the Inter-Agency Standing Committee (IASC) framework and the Cluster Approach. As a result, the ย Senior Project Associate coordinates a response in an environment requiring high accountability standards and demonstrable leadership, coordination, negotiation, and conflict-resolution skills. The principles of partnership and collaboration are essential. The successful candidate will support the ES/NFI and CCCM Clusters to coordinate the ES/NFI and CCCM Clustersโ€™ responses.

  1. Needs Assessment & Response Coordination
  2. Collect, analyze, and synthesize data on Shelter, NFI, and CCCM needs assessments.
Respond promptly and efficiently to identified needs, ensuring timely feedback and addressing issues raised by affected populations. Information Management & Reporting Provide regular updates, summaries, and analytical reports on CCCM and ES/NFI cluster needs and responses. Develop shelter typologies, prepare Bills of Quantities for location-specific interventions, and continuously update sectoral needs and gaps analysis. Inclusion & Accountability Promote the inclusion of vulnerable groups and support partners to address cross-cutting issues such as gender equity and protection through sub-national ICCG. Technical Guidance & Compliance Provide support in ensuring compliance with IASC guidelines. Coordinate with the Cluster partners to monitor partners' activity reports, share findings with the national Clusters, and support partners through Lesson Learned and other exercises. Collaborate with national coordinators to advocate for funding and address identified gaps in CCCM and ES/NFI sectors.

Actively engage in ICCG meetings at regional and zonal levels. Participate in government-led coordination and other forums as required.

Support the national Cluster on capacity-building activities for cluster members, community representatives, local partners, and government authorities.

Lead and co-lead ES/NFI and CCCM Cluster coordination hubs within the assigned operational area. Establish, activate, or support the sub-national cluster coordinator in maintaining a Technical Working Group (TWiG). Perform additional responsibilities as assigned by national CCCM and ES/NFI coordinators.

EDUCATION

Bachelor's degree in Disaster Management, Architecture, Engineering, or a related field from an accredited academic institution with four years of relevant experience, or School diploma with six years of relevant experience.

EXPERIENCE

Experience in project implementation and management experience, including project monitoring and reporting; Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.

SKILLS

Knowledge of Cluster mechanisms, UN coordination systems and Humanitarian Reform process.ย  Knowledge and experience of shelter-related programs with understanding on natural disaster and conflict-related emergencies and contexts.ย  Knowledge of different data collection methodologies. Proven skills in analyzing statistical information. Ability to formulate IM-related technical requirements and Operating Procedures. Ability to translate planning specifications into technical briefs for data capture and analysis and vice versa. Languages Fluency in English and Amharic IOMโ€™s official languages are English, French and Spanish.
