EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOSPP).
We are currently seeking qualified candidates for the position of EpiC Tajikistan Strategic Information (SI) Officer. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.
Position Responsibilities:
- Prepare data visualization, dashboards and analysis for weekly, monthly, annual reports in a timely manner to inform program decisions and improvements;
- Compile, analyze and submit weekly and regular project performance and indicators data with disaggregation to sub-national units (SNUs), community-based organization (CBO) partners, sites and individuals;
- Compile, analyze and submit data to monthly, quarterly, semi-annual, annual reports for the donor and local authorities, as required;
- Maintain and update data in relevant databases (DHIS-2, InfoLink, DATIM, etc.); routinely verify and validate entries, and coordinate corrections with CBOs or partners as needed;
- Participate in DHIS2 and other tracker system implementation in Tajikistan;
- Capacity building for local implementing partners on data collection and analyzing related topics;
- Support coordination and communication to EpiC leadership and local partners on project indicators, progress against targets, and results with local partners; facilitate/lead data analysis at the community level to identify gaps and propose program decisions;
- Contribute to the design and improvement of SI systems and tools for health programs at national, sub-national and implementing partnerโs levels, ensuring alignment with regional and global SI strategies;
- Prepare recommendations based on program data for further monitoring and evaluation, as well as timely communication of ongoing issues among involved personnel, specifically close collaboration with the Program Unit and local partners;
- Conduct data quality assurance (DQA) activities and ensure data management and verification procedures meets FHI 360 and DoS standards;
- Participate in Bid Review Committees as assigned, ensuring transparent, fair, and compliant evaluation of bids in line with organizational policies.
- Perform other duties as assigned.
Minimum Qualifications:
- Bachelorโs degree in monitoring and evaluation, data analysis, data quality check and reporting, international development, public health policy, or a related field, masters preferred;
- A minimum of 2-5 years of relevant professional experience, MNCH and nutrition experience is preferred;
- Advanced MS Excel and data visualization, Power BI, presentation skills preferred;
- Demonstrated experience working independently with initiative to manage high volume work flow, being responsive to partners and donors, and troubleshooting issues;
- Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders;
- Sensitivity to cultural differences and understanding of the political and ethical issues;
- Ability to work well with others and to develop and maintain compatibility among project partners, staff, sub-partners, consultants, and recipients of assistance;
- English, Tajik and Russian language fluency required.
