EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and nutrition.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOSPP).
We are currently seeking qualified candidates for the position of EpiC Tajikistan MNCH/Nutrition Regional Coordinator. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.
Job description:
The EpiC Tajikistan MNCH/Nutrition Regional Coordinator will support the implementation of maternal, newborn, child health and nutrition activities at the level of Khatlon oblast. The Coordinator will work closely with the oblast/districts/city health administration(s), organizations/partners, consultants and the EpiC Tajikistan team to ensure effective coordination, high-quality implementation, and compliance with project and donor requirements.
The position will provide technical and programmatic support to project facilities, consultants and partners, oversee field-level activity implementation, monitor performance, and contribute to capacity building, reporting, and documentation of best practices. The Coordinator will also facilitate communication between regional stakeholders and the national EpiC team to ensure alignment and smooth execution of MNCH/Nutrition interventions across Khatlon oblast.
Position Responsibilities:
- Provide technical assistance for project-supported facilities and partners within the Khatlon oblast and facilities, including coordinating and providing MNCH/Nutrition-related trainings and mentoring.
- Coordinate with Khatlon oblast, district, and city health authorities and other partners, to conduct MNCH/Nutrition programs and support planning, implementation, monitoring, and evaluation of MNCH/Nutrition activities.
- Develop and maintain relationships serving as the liaison for Khatlon oblast for the project teams, as well as for government officials, local communities, consultants and other organizations in the oblast/districts/city.
- Provide recommendations for project improvement and technical implementation of MNCH/Nutrition activities based on monitoring and evaluation of ongoing activities.
- Collect, review and finalize projectโs event reports, monthly and quarterly narrative and indicators reports of organizations/partners from delegated oblast.
- Prepare and submit administrative and programmatic documentation including Expense Authorizations, Purchase Requests, Expense Reports, Project Reports, and other documents required respecting all requirements and timelines.
- Submit regular progress reports and field visit reports and ensure effective filing of documentation in accordance with project and donor guidelines/standards.
- Collect data, verify and submit timely and accurate MNCH/Nutrition statistic reports.
- Document and shares project accomplishments, best practices, challenges and lessons learned with partners and stakeholders in the province/city.
- Provide technical input and cross-support to other teams within the project to ensure coordinated implementation.
- Participate in Bid Review Committees as assigned, ensuring transparent, fair, and compliant evaluation of bids in line with organizational policies.
- Perform other duties as assigned to support the projectโs overall objectives and activities.
Required Qualifications:
- At least bachelorโs degree in public health, nutrition or other health related fields or its equivalent.
- At least three years of experience with health project coordination in Khatlon oblast, preferably in MNCH and/or Nutrition.
- Experience working in organizations or as part of projects that address technical MNCH/Nutrition issues.
- Proven experience working with government officials, stakeholder engagement/coordination, particularly with Department of Health and local government units, to support strategy development, implementation plans, and decision making is highly desirable.
- Knowledge, understanding and technical expertise in the application and implementation of MNCH/Nutrition strategies, technical guidance and service delivery approaches.
- Demonstrated capacity to build and maintain productive working relationships with a wide network of partners, stakeholders, consultants.
- Proficient in MS Office (Excel, PowerPoint, etc.).
- Fluency in Tajik and Russian is required. Fluency in English is an added advantage.
- Willingness and ability to travel a minimum of 65% within Tajikistan and abroad, as needed.
