Qualifications
1.ย ย Purpose of consultancy
Provide technical guidance to the government of Libya to develop a New National Immunization Strategy (NIS) in line with WHO NIS guidelines.
2.ย ย Background ย
Immunization programs aim at preventing morbidity and mortality attributable to vaccine preventable diseases by offering vaccines to the population, in accordance with established technical guidelines. The World Health Organization (WHO) together with partners have developed a new strategic document for immunization over the present decade under the banner of the Immunization Agenda 2030 (IA2030). This together with other important global guidelines such as Gavi-5.0 focuses presents a roadmap on how to achieve the vision of a world where everyone everywhere at every age, fully benefits from vaccines for good health and wellbeing. To assist countries, develop new strategic plans within the context of IA2030, the National Immunization Strategy (NIS) guidelines was released by WHO in August 2020.
Libya is currently conducting a comprehensive Expanded Programme on Immunization (EPI) review, which will provide valuable insights into the strengths, gaps, and opportunities within the national immunization system. The final report of the review is expected on first week of July 2025. This moment presents a strategic window to act on the findings and momentum generated by the EPI review. Developing the National Immunization Strategy at this juncture will ensure that lessons learned are promptly translated into actionable policies and plans, and that Libyaโs immunization agenda is aligned with national priorities and global immunization targets.
3.ย ย Work to be performed
ย ย ย ย Output 1: Conduct Situational analysis and develop strategy framework for Libya NIS
ย ย ย ย Deliverable 1.1: Set up the org chart for NIS Development Team with identified Terms of Reference according to programmatic needs and a timeline ofย ย ย ย ย activities necessary to develop the NIS accompanied by a stakeholder engagement plan
ย ย ย ย Deliverable 1.2: Conduct a comprehensive situation analysis of the current performances of the national immunization program by the 7 EPIย ย ย ย ย ย ย ย ย ย ย ย ย components and 27 sub-components, identifying key issues and challenges to be addressed
ย ย ย ย Deliverable 1.3: Hold Brainstorming sessions with stakeholders to agree on the theory of change necessary to solve the main bottlenecks identifiedย ย ย ย ย ย ย from the situational analysis
ย ย ย ย Deliverable 1.4: Formulate feasible strategies (main interventions and activities), needed to achieve NIS 2026-2030 vision and objectives with clearย ย ย ย ย ย ย identification and agreement of roles and responsibilities across different levels of government and non-government organizations to deliver theย ย ย ย ย ย ย ย ย ย strategies

ย ย ย ย Output 2: Develop Monitoring & Evaluation framework for action for the new strategyย
ย ย ย ย Deliverable 2.1: Design high-level indicators and milestones needed to keep track of progress towards priorities, objectives, and strategies of the NISย ย ย ย ย ย 2026-2030
ย ย ย ย Deliverable 2.2: Develop a scorecard for the strategic plan and build consensus with stakeholders on the indicators and milestones with a consensualย ย ย ย ย publication timeline
ย ย ย ย Output 3: Finalize and develop the NIS.COST tool for the new strategy
ย ย ย ย Deliverable 3.1: Develop credible estimates of the costs of the NIS strategies identified, using the new global NIS costing approach and tool, andย ย ย ย ย ย ย ย ย locally validated standard costs and costing principles
ย ย ย ย Deliverable 3.2: Develop a sustainable and credible budget for the NIS together with government and development partners and other stakeholders

ย ย ย ย Output 4: Support the finalization and endorsement of Libya 2026 -2030 NIS strategy and EPI 2026 Annual operational plan

4.ย ย Qualifications, experience, skills and languages
ย ย ย ย Educational Qualifications:
ย Essential: Advanced university degree (Masterโs level or above) for high end of range in Medicine or Public health (MPH)
ย Desirable: PHD in Health Economist
ย ย ย ย Experience:
โขย 7 to 10 years of relevant experience in the public health programs including developing strategies and frameworks
โข Good knowledge on EPI and Program planning and budgeting
ย ย ย ย Skills/Technical skills and knowledge:
ย ย ย ย ย โข Excellent Knowledge of Microsoft Office software applications.
ย ย ย ย โข Extensive Knowledge of Libya health system, with good understanding of the Libya vaccination program
ย ย ย ย โข Very Good knowledge on EPI Program review, root cause analysis, strategic planning, data analysis and interpretation
ย ย ย ย โข Excellent ability to provide sound technical advice, writing guidelines, developing plans and building capacity.
ย ย ย ย โข Excellent interpersonal skills, teamwork, time management and coaching.
ย ย ย ย ย ย ย Languages and level required:
ย ย ย ย Expert knowledge of English language
ย ย ย ย Desirable: Arabic
5.ย ย Location
ย ย ย The consultant be based in Tripoli - Lybia with travel to different Federal Member States (20% onsite, and 80% of site).
6.ย ย Medical clearance
ย ย ย ย The selected Consultant will be expected to provide a medical certificate of fitness for work.
7.ย Travel
ย In-country travel.
Allย travel arrangementsย will be made by WHO โ WHO will not be responsible for tickets purchased by the Consultant without theย express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receiveย subsistence allowance.
Visas requirements: it is the consultantโs responsibility to fulfilย ย visa requirementsย and ask for visa support letter(s) if needed.

8.ย ย ย Remuneration and budget (travel costs are excluded):ย
ย ย ย ย ย Remuneration: Pay band level A - USD 7,000 - 9,980(monthly rate range)
