About this position

VPS/ESG is seeking an experienced and highly motivated disaster and climate change risk consultant to join a group of social and environmental professionals that provide technical support, direction, and leadership in promoting the Bank's strategic disaster and climate change risk priorities and ensuring that IDB financed projects and other activities take into account disaster and climate change risks.

All activities will be coordinated with the Climate and Disaster Risk Management Community of practice that includes at minimum representation from VPS/ESG, CSD/CCS and CSD/RND. The group could, if needed, revise, and discuss products developed through this consultancy.

What you’ll do:

· Support VPS/ESG in the adequate implementation of the Disaster and Climate Change Risk Assessment Methodology for projects.

· Support capacity building activities associated with the implementation of the screening process within VPS/ESG, and other divisions.

· Provide support to ESG Specialists, Project Team Leaders, and project teams to ensure an adequate implementation of the environmental and social policy framework (mostly ESPS 4) and disaster risk management policy (OP-704) focusing on the exacerbation of risks (type 2).

· Provide guidance and support to any questions regarding the screening tool(s) on Disaster and Climate Change Risk aspects.

· Support the team with Paris Agreement Alignment approach BB1 Physical risk.

· Support the team in the Green House Gas assessments.

· Provide support during the project preparation (incl. ESS, iESRS, ESMR, ESRS and supervision) related to Disaster and Climate Change Risk Management on high and medium risk projects, especially related to exacerbation of risk to human life, property and the environment.

· Provide support during the project execution related to Disaster and Climate Change Risk Management on high and medium risk projects.

Support the development and/or review the adequacy of Terms of reference for Disaster Risk Assessment (DRA) and Disaster Risk Management Plans (DRMP) related to risks to environment and communities for high and medium risk proje

What you'll need

· Education: Master (or equivalent advanced degree) in Civil and Environmental Engineering, Disaster Risk Management, Climate Change Adaptation, Risk Modeling, Information Systems Engineering, or other fields relevant to the responsibilities of the role.

· Experience: At least 5 years of progressive experience in climate adaptation, resilience, and disaster risk management; experience in managing data systems (i.e., GIS); experience in multi-hazard risk assessments; experience in engineering and infrastructure projects; and relevant work experience with projects in multilateral or bilateral cooperation institutions.

· Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
