The CAOโ€™s mandate is to assist the International Finance Corporation (IFC) and the Multilateral Investment Guarantee Agency (MIGA)โ€”the private sector lending and insurance arms of the World Bank Groupโ€”to address complaints from people affected by IFC and MIGA IFC and MIGA activities in a manner that is fair, objective, and constructive and to enhance the E&S outcomes of activities in which these institutions play a role.ย 
CAOโ€™s Compliance Team carries out reviews of IFC/MIGA compliance with their E&S Policies, assesses related harm, and recommends remedial actions to address non-compliance and harm where appropriate. This involves skilled fact finding, research and analysis.ย  The compliance team also monitors and reports on the implementation of Board approved commitments made by IFC or MIGA to address recommendations. In executing its work, the compliance team generates experience and knowledge that can assist IFC and MIGA in developing leading edge approaches to environmental and social risk management and to facilitating access to remedy.ย  For more information visit www.cao-ombudsman.org.
MIGA promotes cross-border investment in developing countries by providing guarantees (political risk insurance and credit enhancement) to investors and lenders.
The Role:ย 
Working under the direction of the Director General, the Head of CAOโ€™s Compliance Team provides technical, managerial, and strategic leadership to a team of 10-12 compliance review specialists. In this role, you will develop insights and thought leadership on how environmental and social policy compliance and remedial action can be best achieved, and how they can contribute to the transformation of business and finance in middle and emerging economies towards a sustainable future.ย 
Responsibilities:
Technical Leadership and Quality Controlย โ€ขย  Provide technical direction to the compliance team in the execution of compliance reviews and to ensure consistency with the CAO policy.โ€ขย  Guide and ensure the creation of high quality; timelyย  and high-impact outputs.โ€ขย  Provide strategic advice to CAOโ€™s Director General in all matters related to environmental and social compliance reviews.Compliance Case Managementย โ€ขย  Manage the compliance caseload, ensuring appropriate allocation of resources, adherence to policy-mandated timeframes, addressing risks and obstacles.โ€ขย  Promote and facilitate the innovation of processes to the effectiveness and efficiency of processes.Management and Development of Staffโ€ขย  Manage the performance of the team, enabling an inclusive and mutually encouraging work environment.โ€ขย  Coach and guide compliance employees in the execution of their roles and responsibilities.โ€ขย  Promote an environment of shared success and teamwork, connecting staff with peers across different practices and areas.โ€ขย  Mentor and guide compliance employees and identify and facilitate staff training and developmental opportunities for the compliance team employees.Engagement with Stakeholdersย โ€ขย  Consult with those who have submitted complaints, IFC and MIGA Management, and other stakeholders, as appropriate.โ€ขย  Represent CAO at internal and external stakeholder meetings and events as necessary.โ€ขย  Attend Board meetings for any matter related to the compliance reviews and investigations.Thought Leadershipย โ€ขย  Offer guidance and influence others based on insights and lessons generated by compliance reviews and monitoring reports.โ€ขย  Create and lead a learning culture, inspiring team members to stay on top of technical trends and developments and communicate and share with others.ย โ€ขย  Contribute to and collaborate with CAOโ€™s Advisory team in the creation and dissemination of knowledge and lessons learned as they relate to CAOโ€™s compliance work.ย 

Selection Criteria

โ€ขย  Masterโ€™s degree in a relevant field, for example, environmental sciences, engineering, law, and social sciences, etc.ย ย โ€ขย  Minimum 12-15 years of relevant experience in policy and compliance analysis, particularly as it relates to the application of environmental and social standards at corporate and operational levels of international financial institutions (IFIs).โ€ขย  Experience working with private sector clients with exposure to emerging markets in a wide range of sectors (e.g., energy, agribusiness, extractive industries, infrastructure, and financial intermediaries).โ€ขย  Proven ability to interpret and apply environmental and social policies and standards of IFC, MIGA and/or other IFI, with a track record in developing, managing, and delivering best practices in compliance and audit strategies, methodologies, and techniques.ย โ€ขย  Highly developed proficiency in a range of environmental and social technical issues.โ€ขย  Demonstrated excellent judgment under high levels of scrutiny from both internal and external stakeholders, requiring the ability to present evidence-based findings in an objective, technically sound and constructive manner.ย  ย โ€ขย  Ability to work in highly sensitive and politically charged environments and to navigate sensitive situations and manage issues of confidentiality appropriately.ย โ€ขย  Proven ability to maintain objectivity and to deal thoroughly and fairly with a broad range of stakeholders.ย ย โ€ขย  Demonstrated integrity and ability to remain independent, including from Bank Management and the Board, in the exercise of her or his duties.โ€ขย  Demonstrated experience in leadership positions and management of staff.โ€ขย  Excellent listening skills and ability to learn from and influence others.โ€ขย  Highly developed ability to engage and influence effectively and build rapport and trust with a broad spectrum of stakeholders in polarized contexts around complex issues.โ€ขย  Excellent ability to gather, analyze, and synthesize information from multiple sources and present it concisely and clearly .โ€ขย  Excellent inter-personal skills and ability to collaborate with others.โ€ขย  Outstanding communication skills, both written and oral, including proven experience in writing for publication and communicating information in a clear and cohesive manner.โ€ขย  Proficiency in English required, with other languages an asset.
