Setting and ReportingThe United Nations Integrated Office in Haiti (BINUH) was established by Security Council resolution 2476 and is mandated to promote and strengthen political stability and good governance; including the rule of law, preserving and advancing a peaceful and stable environment, supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights in Haiti. The position is located in the Office of the Chief Service Delivery and Supply Chain Management. The incumbent will be based in Port-au-Prince and will report to the Chief Supply Chain and Service Delivery. ResponsibilitiesWithin delegated authority, the Engineer will apply professional engineering knowledge and expertise in performance of the following duties and responsibilities: 1. Administration โข Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defense, mine detection and clearance, and other related structures and activities in the field. โข Prepares reports and other associated engineering related information, for progress reporting, and special reports for quality, cost or schedule variances, etc. โข Drafts responses to both internal and external audit observations on engineering tasks and activities in the mission. โข Prepares AutoCAD drawings for engineering projects and Office space layout plans for the mission. 2. Planning โข Contributes to the development of annual engineering budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material, services and equipment needs and selected enabling capacities (e.g. military engineering units, commercial contractors, mission support teams, or mission engineering staffing) for the most effective and efficient execution of the engineering work-plans. Monitor actual costs and schedule performance against the approved budget and baseline schedules. โข Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection. Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. โข Prepares solicitation documents and evaluation of technical proposals for engineering unit. โข Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. 3. Implementation โข Provides expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the mission's engineering activities, taking into account quality management and risk management best practices. โข If applicable, fully supports with limited staffing during the mission start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively. โข Ensures that daily activities are in compliance with the DOS Environmental and Waste Management policies and in line with the DOS Environment Strategy objectives. โข Monitors compliance, performance, and implementation of Engineering Unit contracts. โข Supervises collection of all relevant Real Estate data and Enrich into Real Estate portfolio management and Asset Register. 4. Performs other related duties as assigned by the Chief Service Delivery and Supply Chain Management. EducationAdvanced university degree (Master's degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area. Work ExperienceA minimum of five (5) years of progressively responsible experience in engineering projects management is required. Knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards and proven ability in analytical work is required. Knowledge and experience in using AutoCAD software to prepare engineering drawings and layout plans is desirable. Experience providing services in the field of Engineering to or in a field operation of the United Nations Common System or a comparable international organization or non-governmental organization is desirable. Experience in managing Real Estate portfolio in Enterprise Resource Planning (ERP) tool is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
