Setting and ReportingThe United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. The position is located within the Innovation and Infrastructure Support (IIS), Supply Chain Service, United Nations Global Service Centre (UNGSC) in Brindisi, Italy. Under the direct supervision of the Team Lead, Standardization and Design Team and in line with established United Nations Rules, Procedures and Standard Operation Procedure (SOP), the incumbent will be responsible for providing technical engineering support to all UN field missions, offices away from headquarters, and other attached entities in line with the UNGSC service catalogue. The incumbent will carry out projects assigned by the Team Lead and support activities pertaining to standardization, planning, designing and solicitation. ResponsibilitiesWithin delegated authority, the incumbent will apply professional engineering knowledge and expertise to manage all aspects of the engineering best practice and operational support to UN entities and field missions and will be responsible for the following functions: โข Applies commonly used engineering calculations, practices, and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, roads, bridges, airfields, helipads, railways, docks, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, field defenses, mine detection and clearance, and other related structures and activities in the field. โข Develops plans, designs specifications, and standards for engineering projects. โข Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for site selection and determining soil properties for design purposes. โข Prepares design layouts for complex portions of buildings and facilities using CAD. โข Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. โข Estimates costs of repairs of damaged buildings, facilities, and systems to determine feasibility of repairs or replacement. โข Liaises with other engineers and mission specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to problems by exchanging and comparing data. โข Conducts investigations to develop improved designs and construction techniques. โข Prepares Bill of Quantities (BOQ) and cost estimates on engineering-related business requirements for current and planned field missions. โข Prepares complex scope of works, technical specifications, bill of quantities, and cost estimates for large-scale projects and coordinate the preparation of tender documents for various engineering projects, including participation in bidder's conferences, technical evaluation of bids, and prototype inspections. โข Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources and timelines. โข Performs technical reviews to improve tender documents and analyzes design specifications and technical evaluation criteria, included in the project proposals for accuracy, soundness, feasibility, and cost effectiveness. โข Conducts research on development of new technical systems and solutions and follows developments to maximize project management efficiency adopting improved methods and equipment in construction. โข Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. โข Performs other related duties as assigned by the Team Lead. EducationAdvanced university degree (Masterโs degree or equivalent) in engineering, architecture or other related field. A first-level university degree in combination with two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Project/Programme Management methodology by an accredited body (i.e., PMP, PGMP, PRINCE2 Foundation, or practitioner level Project management Certification) is desirable. Successful completion both degree and non-degree programs in electrical, mechanical, industrial, and systems engineering is required. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable. Work ExperienceA minimum of five (05) years of progressively responsible experience in electrical, mechanical, systems engineering, or related area is required. A minimum of three (03) years' experience in drafting project and technical documents and preparation of complex scope of work for electro-mechanical works is required. Experience in the use of engineering design software (CAD) is required. A minimum of three (03) years' experience in renewable energy and power generation is desirable. Experience using the methodologies for project planning, execution and evaluation of engineering standards is desirable. Experience in data analytics or related areas are desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
