Org. Setting and ReportingThe United Nations Global Service Centre provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN system worldwide. This position is located within the UN ICT Facility - Coordination Services and Support Unit (UNICTF CSSU) in the Office of the Chief (OOC) of the Service for Geospatial, Information Telecommunications and Technologies (SGITT) at the United Nations Global Service Centre (UNGSC), Valencia, Spain. The incumbent will report to the Chief, UNICTF CSSU or other designated officer. ResponsibilitiesThis position is responsible for applying standard engineering practices and precedents in the design, construction, maintenance, repair and liquidation of structures, facilities and systems required at UNICTF. Within delegated authority, the incumbent will apply professional knowledge and expertise in the performance of the following duties: 1. Administration โ€ข Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, ICT Data Centers, waste disposal systems, flood control systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, and other related structures and activities at UNICTF Valencia. โ€ข Prepares reports and other associated engineering related information, for progress reporting, and special reports for quality, cost or schedule variances, etc. โ€ข Drafts responses to both internal and external audit observations on engineering tasks and activities related to UNICTF Facilities. โ€ข Prepares design layout for smaller or less complex portions of buildings and ICT facilities ensuring they meet required standards and specifications. 2. Planning โ€ข Contributes to the development of annual UNICT Facilities budgets and associated work schedules, based on engineering resource planning, taking into account all required engineering material needs and selected enabling capacities (e.g. commercial contractors) for the most effective and efficient execution of the work-plans. Monitors actual costs and schedule performance against the approved budget and baseline schedules. โ€ข Conducts preliminary site assessments to obtain field data such as soil characteristics, drainage and other data required for ICT building site selection for development of improved designs and construction techniques, or repairs/maintenance. Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. โ€ข Liaises with host country authorities, other engineers and, specialists responsible for related specialized phases to arrive at mutually satisfactory approaches to define building requirements by exchanging and comparing data. Plans the installations, fixtures and fittings within these buildings. 3. Implementation โ€ข Provides expert technical advice on technical documents and overall policies, procedures and guidelines pertinent to the UNICTF engineering activities, taking into account quality management, project and risk management best practices and standards. โ€ข If applicable, fully supports with limited staffing during the start-up and liquidation phases, the site selection/assessment process and asset disposal process, respectively. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Ensures that requirements, background information used for data analysis are documented. Performs other related duties as assigned by the Chief of Section/Unit. EducationAdvanced university degree (Master's degree or equivalent) in Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture or related appropriate area is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations. Job - Specific QualificationCertification in Project Management methodology or equivalent (e.g. PMP or PRINCE 2 Foundation) issued by an accredited body is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in engineering projects management, and knowledge of methodologies for project planning, execution and evaluation of engineering compliance standards, and proven ability in analytical work is required. Experience using Building or Infrastructure Monitoring Systems is desirable. Experience in designing and maintaining ICT Data centers is desirable. Experience in the installation and optimization of photovoltaic (PV) farms is desirable. Experience working in a multicultural international organization is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
